Integrated Product Teams (IPT): The contractor shall recommend the framework and document schedules for all IPTs established in support of acquisition review(s). Essential Job Functions: The applicant shall provide acquisition program management and technical services support including research, staffing, and coordination with Government personnel; and track all supporting documentation required for Milestone reviews and documentation. The documents required for Milestone reviews are identified in the DoD 5000 series policies, and acquisition documents shall be prepared in accordance with the most recent version of DoD 5000 series policies. The applicant shall ensure all documents for Milestone Development Decisions (MDD) and Milestone reviews are in accordance with the standards and guidance set for ACAT 1 level programs. The applicant shall establish, communicate and implement a detailed documentation review and staffing process. The applicant shall recommend the best method and cadence, and coordinate leadership document strategy meetings to determine documentation path forward. Master Documentation Schedule: For new programs, the contractor shall coordinate with the Government team in development of an initial detailed baseline Document Master Schedule. The schedule will include development, review, and presentation of each document required for Milestone review(s), and any additional reviews or briefings required prior to the milestone events Master Documentation Schedule. The applicant shall track the documents through all phases of the approval process, including identification and review of documents, and submittal for staff coordination at higher levels as appropriate. The applicant shall track each document from identification through presentation to, and approval by if applicable, the MDA. The applicant shall establish and execute a method and cadence to brief documentation updates to leadership. The applicant shall also track all documents and provide notification of any potential schedule slips to the Government as soon as it is identified. The applicant shall develop and maintain the Document Creation Life Cycle, including Quality Checklist, up-to-date templates, and formats of boilerplate documents. Documentation: The applicant shall research, prepare, review, edit, staff for Government approval, revise, and update acquisition documentation required for milestone reviews and related briefings. Risk Management and Reviews: The applicant shall review, edit, and update documentation required for Risk Reviews in accordance with the respective organization's Risk Management Plan (RMP). Required Skills: Due to the sensitivity of customer related requirements, U.S. Citizenship is required. Ability to obtain security clearance. Bachelor's degree in an applicable field plus one full academic year of graduate education in the specialized field*. or, a bachelor's degree in a specialized field plus three years of applicable experience. or, a bachelor's degree in any field with a minimum of five years of specialized experience**. or, ten or more years' experience with a minimum of five years in Major Defense Acquisition Program (MDAP) Acquisition Category (ACAT I/II) programs. Specialized Degree Field: Project Management, Business Management/Administration, or another related field. Specialized/applicable experience must be in the area of Project Management, Business Management/Administration or another related field. 5 cumulative years of work experience (within the last 8-year period) with the milestone document and risk management process to include research, staffing, coordination, and tracking of all supporting documentation required for DoD Acquisition Lifecycle Milestone reviews in support of a tracked/wheeled combat vehicle program. 5 years in a position that requires use of the FAR, DFARs, and DoD 5000 series acquisition policies and procedures: and specific experience using DoD 5000.02. 3 years' experience with Major Defense Acquisition Program (MDAP) Acquisition Category valued in excess of $185 million (ACAT I or II). Must have supported a program through at least one major Milestone Review or equivalent process with experience interacting and coordinating with higher-level Department of Defense staff agencies (eg: specific interaction with Assistant Secretary of the Army for Acquisition, Logistics and Technology (ASA (AL&T)) or other similar DoD staff agency). 5 years' experience utilizing Microsoft Office Suite (Outlook, Word, Excel, and PowerPoint) and Adobe Acrobat. |
