We are investing millions of dollars annually to provide customers with the tools to better manage their energy use, scale the adoption of energy efficiency and clean heating technologies while targeting customers in disadvantaged communities, and minimizing infrastructure investment with clean energy solutions whenever possible.The Customer Energy Services department is seeking a creative and analytical strategic leader with strong experience in the clean energy transition. The Section Manager, Energy Efficiency, oversees the Company's demand-side management (DSM) initiatives to help ensure system reliability, including design, operations, administration, budgetary, marketing, performance and analysis, reporting, process improvement, customer and stakeholder engagement, and the team responsible for implementing these initiatives.The successful candidate will lead a team of experienced DSM professionals that will further the Company's clean energy transition, support Climate Leadership & Community Protection Act (CLCPA) legislation, and implement programs that are designed to achieve the Company's clean energy goals and comply with all regulatory mandates. The Section Manager partners with Company leadership and other stakeholders to ensure alignment of business objectives, represents the Company's interest to stakeholders and participates in industry organizations to keep informed of best practices and trends.More specifically, the Section Manager, Energy Efficiency for Evaluation, Measurement & Verification leads the design, administration and evaluation of demand side management programs and technologies to help ensure the achievement of business objectives and goals, manages third-party evaluators, and makes recommendations to streamline processes to maximize the overall performance of existing and new DSM programs. This role will have substantial executive exposure and substantial cross-organization engagement.
Responsibilities
Core Responsibilities
- Oversee the Company's demand-side management (DSM) initiatives to help ensure system reliability, including design, operations, administration, budgetary, marketing, performance and analysis, reporting, process improvement, customer and stakeholder engagement, and the team responsible for implementing these initiatives.
- Lead a team of experienced DSM professionals that will further the Companys clean energy transition, support Climate Leadership & Community Protection Act (CLCPA) legislation, and implement programs that are designed to achieve the Companys clean energy goals and comply with all regulatory mandates.

- Partner with Company leadership and other stakeholders to ensure alignment of business objectives, represents the Company's interest to stakeholders and participates in industry organizations to keep informed of best practices and trends.
- Build and maintain relationships with key external stakeholders, such as New York Public Service Commission Regulators and Staff, New York Independent System Operator, New York State Energy Research and Development, New Jersey Board of Public Utilities, and industry leaders.
- Provide analysis and support representing Companys interest to external stakeholders such as the New York State Department of Public Service Staff, New Jersey Board of Public Utilities and others.
- Lead the design, administration and evaluation of demand side management programs and technologies to help ensure the achievement of business objectives and goals, manage third-party evaluators, and make recommendations to streamline processes to maximize the overall impact of existing and new DSM programs.
- Oversee the development of all regulatory filings to identify planned processes, impact, and market evaluation studies as well as provide all necessary documentation to support and file evaluation results with regulators.
- Oversee the analysis, documentation, evaluation and reporting of all program performance by independent third-party evaluators and manage these evaluators.
- Oversee all energy efficiency engineering studies including setting the specification and algorithms for measuring energy and emissions impacts in alignment with NY and NJ Technical Resource Manuals, applicable State and municipal energy codes, and (American Society of Heating, Refrigeration and Air-Conditioning Engineers (ASHRAE) standards.
- Coordinate all implementation of Evaluation, Measurement & Verification (EM&V) Plans to enhance program design, delivery, technologies and optimize program performance to achieve goals.
- Participate in industry organizations to keep informed of best practices and trends.
Qualifications
Required Education/Experience
- Bachelor's Degree in the fields of Architecture, Engineering, Mathematics, Business, Law, or other related technical disciplines and 8 years of relevant work experience. or
- Master's Degree in the fields of Architecture, Engineering, Mathematics, Business, Law, or other related technical disciplines and 6 years of relevant work experience.
Preferred Education/Experience
- Master's Degree in the fields of Architecture, Engineering, Mathematics, Business, Law, or other related technical disciplines and 6 years of relevant work experience.
Relevant Work Experience
- 5-7 years Experience managing individuals and teams. Required
- Experience in clean energy transition, such as electrification, energy efficiency, demand response, and distributed energy resources. Required
- Technical knowledge of energy efficiency program design, implementation, and evaluation fundamentals and the ability to implement programs to achieve goals. Required
- Excellent oral and written communications skills, including technical writing and oral presentations, and a proven range of presentation skills to various audiences, including customers, teams, executives and industry stakeholders. Required
- Strong leadership and interpersonal skills with the ability to drive results through collaboration. Required
- Experience designing, implementing and evaluating DSM programs and the DSM program lifecycle. Required
- Demonstrated understanding of the fundamentals of process and impact evaluation methodologies. Required
- Demonstrated familiarity with primary energy consuming building systems, with particular emphasis on Heating, Ventilation, Air Conditioning and Refrigeration (HVAC+R). Preferred
- Familiar with New York State's Reforming the Energy Vision and O&Rs rate case in the areas of Distribution System Implementation Plans, NWAs, Earnings Adjustment Mechanisms, and other relevant energy efficiency and distributed energy resources. Preferred
- Experience in regulated and/or market driven utility programs. Preferred
- Experience in vendor oversight, including managing third-party evaluation contractors, contract procurement, monitoring and performance assessment
- Experience with traditional Evaluation, Measurement &Verification and benefit cost analysis methodologies
Licenses and Certifications
- Driver's License Required
- Professional Engineer (PE) Professional License in Engineering or Architecture Preferred
- Other: Certifications which may include CEM, LEED AP, BEMP, BPI Preferred
Additional Physical Demands
- Must be able to respond to Company emergencies by performing a System Emergency Assignment to restore service to our customers.
- Must be able and willing to travel within O&R and CECONY service territory, as needed.
- Must be available 24/7, and available to be on call and/or participate in off-hour emergency response activities as required
