Position Summary

Under the general supervision of the Director of Labor Relations, the incumbent investigates issues related to time and attendance, and, where possible, resolves such disciplinary matters; investigates, and where possible, resolves grievances; schedules and conducts probation termination hearings as appropriate; works to ensure equitable and consistent applications of the provisions of the agreements, policies, procedures and laws as they pertain to the workplace; strives to promote equitable treatment of all employees, balancing the interests of the hospital alongside employees' rights.

Duties of the Labor Relations Specialist may include the following but are not limited to:

Investigates Potential Time and Attendance Disciplinary Cases



  • Reviews requests from supervisors for disciplinary action related to time and attendance.
  • Conducts fair, timely and impartial investigations ensuring compliance with all contractual provisions; identifies and prepares questions and documentation needed for time and attendance employee interrogation.
  • Prepares Time and Attendance Notice of Discipline ensuring completeness and accuracy.
  • Seeks resolution to Notices of Discipline and, where settlement is not possible, participates in the subsequent steps in the disciplinary and grievance processes, including arbitration.

    • Provides advice to supervisors on counseling employees and evaluating potential disciplinary matters related to time and attendance for employees covered by the Taylor Law.
    • Provides guidance to senior management on employee issues related to time and attendance.
    • Provides periodic reports on outstanding grievances and time and attendance disciplinary cases and other proceedings pertaining to the Collective Bargaining Agreement or Civil Service laws such as probationary reviews. Prepare and participate in labor/management committees.




Investigates Grievances



  • Reviews grievances and meets with grievant, grievant representative and grievant supervisor, where appropriate, to gather information concerning the grievance allegation.
  • Carefully and fully evaluates the allegation contained in the grievance with the goal of resolving the issue in a timely manner.
  • Where settlement is not possible, as the President's designee, issues a fair and appropriate Step 1 decision and represents the University in subsequent steps in the grievance process, including arbitration.


Contract Administration



  • Meets with union representation to discuss contract administration issues regarding potential contractual and non-contractual grievances
  • As a member of the Employee and Labor Relations Department, participates in regular meetings to review and revise current practice and policy, with specific emphasis on ensuring consistency in the administration of the Collective Bargaining Agreements and the Policies of the Board of Trustees, Civil Service Law and University policies and procedures and State Regulations and Federal Law as they pertain to the workplace.


Other Duties



  • Assists employees and supervisors with general LR questions.
  • Supports Sr. LR Specialists with investigations as assigned by Director.
  • Performs other related duties as required.



The selected candidate will work ON SITE at Stony Brook University Hospital in Stony Brook, NY.

Qualifications

Required Qualifications: Bachelor's Degree and at least 1 of LR experience either in an HR/LR capacity or as an attorney with labor experience. Proficiency in Microsoft Word and Excel. Strong organizational skills. Excellent written and oral communication skills. Must demonstrate high level of professionalism, confidentiality and ethics.

Preferred Qualifications: Bachelor's degree in Labor Relations, Human Resources, Business Administration, Public Administration, or related field. Prior hospital/healthcare setting, higher education, and/or public sector experience. Comprehensive knowledge of labor relation issues, theories and practices. Thorough knowledge of employment laws in NYS. PHR/SPHR or similar certification.

  • Successfully complete a 4 panel drug screen*
  • Meet Regulatory Requirements for pre employment screenings.
  • Provide a copy of any required New York State license(s)/certificate(s).

Anticipated Pay Range:

The salary range (or hiring range) for this position is $80,000 - $108,000 prorated to reflect part time hours / year.

The above salary range represents SBUH's good faith and reasonable estimate of the range of possible compensation at the time of posting. The specific salary offer will be based on the candidate's validated years of comparable experience. Any efforts to inflate or misrepresent experience are grounds for disqualification from the application process or termination of employment if hired.
