Sr. Grants & Contracts Analyst, Post Award

The Department of Neurology is seeking a Sr. Grants & Contracts Analyst, Post Awardwho will be detail-oriented, critical thinking and provide a broad range of post-award activities that support the complex sponsored and non-sponsored account portfolios of the BIOS Clinical Trials Coordinating Center's (CTCC) along with some pre-award responsibilities. The individual will be expected to provide professional-level sponsored projects management primarily for post-award functions from various sponsors that include but may not be limited to budget distribution, account analysis/reconciliation and oversight, billing/invoicing, effort allocation tracking and reporting, payroll and non-payroll cost transfers, processing invoices for payment, creating shopping carts for PO generation, preparing and entering subaward documents in SWIFT, subrecipient management, responding to compliance inquiries, scheduling monthly account review meetings with project managers, and closeout. While this role may assist with some aspects of non-sponsored funds, this position's main goal is to ensure timely, effective, and efficient functioning of sponsored funding. This position is supervised by the Grants and Contracts Manager in the BIOS Clinical Trials Coordinating Center (CTCC).

Specific Duties and Responsibilities


Post-Award Duties

  • Reviews Notices of Awards (NoA), identifies key requirements and/or restrictions and communicates that to leadership for awareness, verifies proper grant account set-up in JHU system(s) and distribution of budgets according to the NoA, ensures accuracy and compliance with JHU's policies, sponsor's guidelines, and federal regulations as applicable.
  • Manages post-award processes which include verifying award and account setup, reviewing sponsors terms and conditions, and ensuring that the staff effort allocations in BIOS's internal budget is updated on a regular basis.
  • Ensures that any staff allocation changes are appropriately documented and communicated to the individual managing e-form allocations and changes.
  • Maintains ongoing updates and communications related to current grants and contracts, including regular reconciliation accounting and reporting to principal investigators/project managers on financial status of grants, contracts and discretionary accounts.
  • Conducts monthly or bi-monthly meetings with Project Managers to review and discuss assigned allocation accounts, update budget as applicable, and verify effort allocations.
  • Remains current on changes in JHU policies and sponsors' requirements.
  • Completes mandatory and all applicable JHU training classes to ensure compliance
  • Ensures that all post-award responsibilities/duties are completed, including budget distribution, account reconciliation, e-form processing, effort reporting, cost transfers, paying invoices, and paperwork finalization related to subcontract setup.
  • Ensures compliance in all other areas related to grant and contract management, including sponsoring organization guidelines, internal protocols, accurate protocol information within grant documents, conflicts of interest, etc.
  • Assists with the preparation of Federal Financial Report (FFR) by documenting trailing charges.
  • Provides relevant updates and reports on accounts to departmental leadership, as needed.
  • Oversees and directs all aspects of complex award management activities and provide assistance and oversight to BIOS CTCC and other department personnel, including monitoring and managing accounts, audits, evaluations and reporting.
  • Collaborates with internal JHU partners and external partners both domestically and internationally.
  • Prepares and submits documents required to initiate subaward agreements and modifications.
  • Processes subrecipient invoices and responds to inquiries.
  • Point of contact for subaward/subcontract organizations to ensure that the information/documents provided for submissions are accurate and in compliance with the sponsor's guidelines. Ensure that all applicable direct and indirect cost rates are applied.
  • Provides information and direct assistance required to complete contract and grant closeouts, as needed.
  • Evaluates opportunities to improve processes and procedures and contribute to the development of new initiatives for the benefit of the Finance Team and BIOS CTCC department.
  • Responsible for overseeing, as assigned by BIOS finance manager, BIOS CTCC grants and contracts portfolio.
  • Facilitate and/or produce specialized sponsored projects reports utilizing institutional or departmental systems (i.e., COEUS, SAP, Dashboard, etc.) for principal investigators, Neurology Administration, Division Leadership, and BIOS Financial Manager when requested. Utilize COEUS and/or Dashboard to provide various reports, such as proposal success rates, amounts of proposals submitted by PI and in total, total direct and indirect costs submitted by fiscal year, etc.
  • Other duties as assigned.

Pre-Award Duties

  • Providing assistance as needed to Sr. Grants and Contracts Analyst (pre-award)
  • Reviewing grant and contract proposals and provide guidance to the PI (Principal Investigator) in the interpretation and implications of applicable grants terms and conditions.
  • Assisting with budget preparation, preparing required documents, and proposal submission forms.
  • Providing proposal review assistance to check for errors, missing or incomplete information according to sponsor requirements and proposal guidelines.
  • Obtaining institutional certification letters and/or assurances as required by JHU (Johns Hopkins University) and/or the sponsoring agency.
  • Assisting with review and submission of administrative requests such as change in scope or key personnel, no-cost extensions, carryover requests, supplemental requests, other support, etc.
  • Assisting with the timely and accurate preparation of progress and/or financial reports for submission by the Authorized Institutional Official.
  • Contacting collaborating partner institutions to secure all necessary subcontract documentation to ensure that the information/documents provided for submissions are accurate and in compliance with the sponsor's guidelines and ensure that all applicable direct and indirect cost rates have been applied.
  • Comparing budget detail to budget justification for consistency and accuracy. Verifying applications comply with sponsoring organization's guidelines and relevant University policies and procedures. Assisting Principal Investigators in completion of required information for grant proposals.
  • Working with the Department of Neurology finance team, the Office of Research Administration (ORA) for the Department of the School of Medicine, and external funding agencies to ensure that all the proper information/documentation is uploaded into the designated institutional (FIBI) and sponsor application portals (ASSIST, Workspace, eRA Commons, etc.).

Additional Knowledge, Skills and Abilities

  • Thorough knowledge of external Federal guidelines/procedures for grants and contracts, including NIH, NSF and DOD.
  • Prior experience preparing and submitting applications in COEUS, ASSIST and WORKSPACE preferred.


Minimum Qualifications
  • Bachelor's Degree.
  • Four years of related experience in sponsored research and/or financial positions, preferably in an academic or medical setting.
  • Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.

The referenced base salary range represents the low and high end of Johns Hopkins University's salary range for this position. Not all candidates will be eligible for the upper end of the salary range. Education and Experience Equivalency
Please refer to the job description above to see which forms of equivalency are permitted for this position. If permitted, equivalencies will follow these guidelines: JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.
