Position Description

We are seeking a highly skilled Program Manager to oversee a federal contract that integrates Operations & Maintenance (O&M) of Building Systems and Cybersecurity of Operational Technology (OT). The ideal candidate will have a strong background in program management, facilities operations, and OT cybersecurity, ensuring compliance with DoD cybersecurity requirements while maintaining the integrity and efficiency of critical infrastructure. This position requires an active Top Secret Clearance and the ability to lead multidisciplinary teams across mission-critical O&M and cybersecurity functions. The primary objective of this program is to develop and implement a comprehensive operations, maintenance, repair, testing, inspection, and certification program for Building Control Systems (BCS) and Utility Control Systems (UCS). This includes overseeing the lifecycle management of cybersecurity risks related to these systems

Key Responsibilities

Program Management & Oversight

  • Lead and oversee the execution of a federal contract integrating O&M of Building Systems and OT Cybersecurity.
  • Develop and manage program objectives, schedules, and budgets, ensuring contract compliance and performance benchmarks are met.
  • Serve as the primary point of contact with federal stakeholders, ensuring client satisfaction and fostering effective communication.
  • Oversee risk management, compliance, and performance reporting for the contract.
  • Manage multiple teams, including internal personnel and subcontracted support, ensuring seamless collaboration.
  • Ensure compliance with DoD Manual 8140.03, aligning workforce qualifications with required 8140 cybersecurity certifications.


Operations & Maintenance (O&M) of Building Systems

  • Oversee the maintenance and reliability of mechanical, electrical, plumbing (MEP), elevators, and life safety systems.
  • Ensure compliance with industry standards (e.g., NFPA, ASHRAE, NEC) and federal O&M performance requirements.
  • Optimize asset lifecycle management through predictive and preventative maintenance strategies.
  • Coordinate subcontractors and technical teams, ensuring timely execution of O&M activities.


Cybersecurity of Operational Technology (OT)

Work closely with cybersecurity teams and subcontracted support to:

  • Ensure OT security practices align with DoD 8140.03, NIST 800-82, NIST RMF, and FISMA requirements.
  • Implement risk management frameworks (RMF) and best practices for securing SCADA, HVAC, access control, and other critical OT systems.
  • Manage cybersecurity workforce requirements, ensuring personnel hold relevant 8140 certifications (e.g., CISSP, CISM, GICSP, CEH).
  • Collaborate with cybersecurity team(s) to monitor threats, manage vulnerabilities, and enhance OT network defenses.



Requirements

  • Active Top-Secret Clearance (TS preferred).
  • Project Management Professional (PMP) certification.
  • Bachelor's degree in Engineering, Program Management, Facilities Management, or related field.
  • Minimum 10 years of experience managing large-scale O&M contracts and/or cybersecurity of operational technology.
  • Experience with DoD Manual 8140.03 and workforce alignment with 8140 cybersecurity certification requirements.
  • Understanding of ICS/SCADA security, NIST 800-82, NIST RMF, and OT cybersecurity frameworks.
  • Experience managing Federal Government contracts, performance-based contracts, and compliance reporting.
  • Proven ability to lead cross-functional teams, subcontractors, and mission-critical infrastructure projects.



Desirable Skills & Certifications

  • 8140 Certifications (CISSP, CISM, CEH, GICSP, CySA+, or equivalent).
  • Experience working with DoD, DHS, GSA, or Intelligence Community programs.
  • Knowledge of Building Automation Systems (BAS), Smart Building Technologies, and Industrial Control System Security.
  • Strong financial acumen, experience managing multi-million-dollar contracts.
  • Ability to develop risk management strategies for both physical and cyber infrastructure.
  • Familiarity with DOE, EPA, and OSHA regulations related to facility management.



Work Location & Travel

  • On-site at federal facility (with occasional remote work as permitted).
  • Travel as required to project sites, client meetings, and industry events.
