Job Description

This role reports to the Manager, Broadband Grants Compliance under the Vice President Broadband Office, working as an essential team member in the company's broadband grant office to implement the full grant cycle for $238M in state and federal grants awarded to Brightspeed to date under the U.S. government's Broadband, Equity, Accessibility and Deployment (BEAD) and various other state and federal broadband grant programs. You will play a critical role in researching, developing policy recommendations, drafting policies and procedures, as well as reporting compliance and progress, analyzing financial and build data and performance metrics, conducting program evaluations and completing reimbursement claims in maximizing value-creation for the company. You will need experience in project management, grant management, excellent written, verbal, analytical and organizational skills, as well as the ability to work in a rapidly changing and fast-paced environment.

As a Compliance and Grant Analytics Specialist your responsibilities will include:

  • Review, interpret and implement, regulatory and grant programmatic rules, statutory requirements, including NEPA and Historic Permitting requirements and Part 200 requirements, and draft policies, procedures and standard operating procedures for compliance for existing grants and provide guidance on compliance with requirements. including the BEAD program requirements.
  • Assist with the identification, assessment, and communication of broadband grant compliance program risks and controls including follow-up on management action plans to bridge any gaps identified.
  • Develop detailed compliance audit/review schedules, to be updated on a quarterly basis, which are consistent with annual system risk matrix and plan.
  • Evaluate and coordinate with construction contractor vendors and cross functional team members, including engineering and construction teams, as necessary, to manage information necessary for compliance and reporting.
  • Interface with internal stakeholders including Brightspeed Network Operations, Finance, Marketing, and the Government and Legislative Affairs teams on issues and inputs pertaining to grant compliance and reporting.
  • Support the Brightspeed Broadband Office team in negotiations with state Broadband Development Offices and counties for any reporting and compliance matters, including regular updates on build progress.
  • Prepare monthly or quarterly reports for submission to local or state agencies on grant awards to ensure transparency and accountability. Develop and manage tracking tools for reporting on grant build progress, grant budgets and expenditures to ensure compliance with grant agreements.
  • Provide business analytical support to review, analyze, interpret and compile data for reports.
  • May perform other duties as assigned.

Qualifications

WHAT IT TAKE TO CATCH OUR EYE:

  • Prior experience in relevant grant compliance programs, grant accounting, grant reporting, risk management, audit and grant close out for federal or states grants, preferably in the telecommunications space and ideally in the context of government broadband programs (e.g., ARPA, RDOF, BTOP or other programs).
  • Excellent writing and oral communication skills, including prior reporting and compliance submission.
  • Strong project management, database management, and organizational are essential, along with Microsoft Office, Teams, Excel and GIS programs
  • In-depth knowledge or demonstrated ability to understand complex cost-modeling, GIS mapping, network, technical, and economic concepts related to a network-related industry.
  • Demonstrated ability to work in a fast-paced, collegial project-driven team environment.

A plus if you have:

  • Familiarity with government broadband grant programs and evaluation criteria.
  • 6+ years of relevant experience (e.g., industry or type), skill(s), bachelor's degree or certifications/licenses that are preferred (not required).

Language Skills:

  • Ability to read, write and speak English proficiently

Physical Demands:

  • Work is mostly sedentary, performed indoors from a home or company office, while operating a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.
