Description

The purpose of this classification is to perform administrative and technical work in Risk/Human Resources. Areas of assignment which includes, but are not necessarily limited to workers' compensation, general, public, and auto liability, drug and alcohol program, general safety training and other human resources and risk activities. This position requires frequent contact with City employees and external individuals and agencies requiring the exercise of tact and courtesy while maintaining a high level of confidentiality. This work is performed under intermediate supervision - the incumbent performs a variety of routine work within established procedures and receives detailed instructions on new projects and assignments; work is reviewed periodically through observation, meetings and conferences, review of correspondence, and reports.


Examples of Duties

ESSENTIAL FUNCTIONS:

NOTE: The omission of an essential function does not preclude management from assigning duties not listed herein if such functions are a logical assignment to the position.

Performs work in support of all functions including workers' compensation, public liability, claims administration, general safety training, and other risk-related activities.

Coordinates all aspects of risk claims; ensures proper procedures are followed for claims; receives telephone notifications, preliminary notices, and first reports of injury; if needed, schedules appointments for injured employees; manages workers' compensation claims to ensure adherence to proper protocol; disseminates documentation to proper departments; prepares notice of injury form and other required documentation and submits to third party administrator; monitors employee's recovery and return to work in any capacity; assists in determining physical limitations of returning employees and coordinates provision of work within those limits; monitors appointment calendars/schedules and monitors medical follow-up activities.

Coordinate claims management and incident investigations.

Respond to citizens and business owners on behalf of the city to assist in resolving risk management complaints/concerns.

Administers controlled substance and alcohol testing program.

Monitors and coordinates components of various DOT such as CDL and others.

Processes and manages insurance claims, including workers compensation, general liability, and bodily and property damage from initial report through the final disposition.

Answers the telephone; provides information, guidance, and assistance; takes and relays messages or directs calls to appropriate personnel; returns calls as necessary.

Performs general clerical tasks in support of overall department operations, which include greeting the public, copying documents, sending/receiving faxed documentation, properly handling confidential documents and properly disposing of obsolete documents.

Operates a computer to enter, retrieve, review or modify data; verifies accuracy of entered data and makes corrections; utilizes word processing, spreadsheet, database, records management, e-mail, scanning, and other software programs.

Establishes and maintains effective working relationships with City employees, the general public, industry professionals, and other government agencies.


Typical Qualifications

High school diploma with three (3) years or more experience in human resources, risk management and occupational safety or related field.

PREFERRED:

Associate or bachelor's degree in occupational safety and health, or related field; supplemented by four years of experience implementing and facilitating safety related training programs.

An equivalent combination of education, training and experience, which provide the necessary knowledge, skills and abilities and other competencies required for the position may be considered.


Supplemental Information

Physical

This is light work requiring the exertion of 0 - 20 pounds of force occasionally and 0 - 10 pounds of force frequently to lift, carry, push, pull, and reposition objects.

Ability to traverse about a variety of city facilities/jobsites, with or without reasonable accommodation.

Ability to remain stationary at jobsites for extended periods of time and repetitively operate related equipment for repairs/maintenance.

Ability to manipulate objects and demonstrate small, precise movements repetitively.

Environmental

Tasks may require frequent exposure to adverse environmental conditions including inclement weather, sun, extreme temperatures, odors, dirt and dust, loud noises, and hazardous chemicals, etc.

Sensory

Tasks require the manipulation of objects and demonstration of small, precise movements, the ability to detect and distinguish various features of one's surroundings, and the ability to effectively communicate and exchange information with others.
