Position Description

The Discovery Technologies Directorate (DTD) seeks an Environment, Safety & Health (ES&H) Manager to ensure that safety and health, industrial hygiene, construction safety and total worker safety programs and processes are implemented to support DTD line management expectations for conducting work and meeting program objectives. In this role, you will serve as the primary point of contact for the Environment, Safety and Health (ES&H) deployed staff servicing DTD, and coordinate and collaborate across directorates and organizational boundaries to provide solutions that support achievement of mission objectives and operational excellence. The ES&H Manager for the DTD reports directly to the DTD ALD and is matrixed to the BNL ES&H Directorate.

Essential Duties and Responsibilities:

  • Coordinate Directorate activities for assuring individual accountability for ESH performance and compliant operations.
  • Provide an effective Work Planning and Control Program for the Directorate, acting as the lead Experimental Safety Review Coordinator and Primary Reviewer for Work Permits following ISM principles.
  • Ensure safe, effective, and compliant operations, preventing pollution, minimizing waste, and conserving resources.
  • Identify potential hazards, environmental concerns, unsafe conditions or practices in work or at work site and implement or suggest controls to minimize risk.
  • Assist in the implementation of a robust, balanced Directorate ESH self-assessment program.
  • Organize and conduct safety inspections and initiate corrective actions to correct safety hazards.
  • Request personnel and financial resources as required to support the ESH program.
  • Serve as first point-of-contact for all environmental compliance and pollution prevention issues, involving EPD Subject Matter Expertise as necessary.
  • Serve as first point-of-contact for all matters concerning Safety and Industrial Hygiene, involving SHSD Subject Matter Expertise as necessary.
  • Assist in developing waste disposal pathways.
  • Identify potential legacy waste issues.
  • Identify pollution prevention opportunities and coordinate the integration into projects and facilities.
  • Assist with Department/Division NEPA responsibilities.
  • As a member of the Spill Response team assume responsibility for release assessment, regulatory reporting, and aid in the development and implementation of corrective action plans.
  • Communicate regularly with other ESH Managers to ensure consistency in message being communicated to the rest of the Laboratory.
  • Build teams with others within ESHD Directorate and Line Organizations to promote common solutions to common problems.
  • Assist the Local Emergency Coordinators with the screening of chemicals in their building inventories to ensure compliance with DOE O 151.1C (i.e., Hazardous Material Screening).

Required Knowledge, Skills, and Abilities:

  • Bachelor's degree in environment, safety and health science, engineering, or related discipline
  • At least 6 years of relevant environment, safety, and health experience in positions of increasing responsibility. with at least 2 years in a leadership role
  • Experience in operational controls, risk assessments, incident investigations, causal analysis of occupational illness, injuries, and accidents
  • Technical proficiency in all or many of the following areas: safety analysis, industrial safety, electrical safety, industrial hygiene, safety engineering, pressure safety, cryogenic safety, radiation safety, hazard identification, hazardous material handling, work planning and control
  • Excellent verbal and written communication skills, ability to effectively present information and respond to questions from groups of key stakeholders, managers, and employees
  • Excellent data analysis, problem-solving and decision-making skills
  • Customer-service orientation; demonstrated ability to negotiate and partner effectively with line management, DOE, regulators, employees, and users
  • Demonstrated ability to work collaboratively with a diverse group of people having a wide range of technical and scientific backgrounds
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint)
  • Experience within DOE or regulatory agencies
  • Knowledge of Worker Safety and Health Regulatory requirements (i.e., 10 CFR 851 and 10 CFR 835)

Preferred Knowledge, Skills, and Abilities:

  • Advanced degree in environment, safety and health sciences, engineering, or related discipline
  • Certified Safety Professional (CSP), Certified Hazardous Material Manager (CHMM), Certified Health Physicist (CHP) and/or Certified Industrial Hygienist (CIH) designation
  • Experience supervising staff
  • Knowledge of DOE Order 413.3 and associated ES&H documentation

Environmental, Health & Safety Requirements:

  • Will be required to climb ladders to varied heights
  • Will be required to become a qualified Radiation Worker
  • May be required to occasionally work off-hours, nights and/or weekends to support mission critical projects

  • Brookhaven National Laboratory is committed to providing fair, equitable and competitive compensation. The full salary range for this position is $121600 - $175000 / year. Salary offers will be commensurate with the final candidate's qualification, education and experience and considered with the internal peer group.
  • This position is located on-site in Upton, NY.
