General Responsibilities
To plan, design, develop, and administer entry-level and continuing professional development courses for current and potential allied health practitioners including registered nurses and other professional and technical allied health providers. Takes the lead in monitoring course trends, FTE production, and revenue generation for Career Programs as a whole.
Work Performed
Expand generation of FTE, revenue, and enrollments for the college through open enrollment, contract, and grant courses.

Solicits input monthly from other professionals in the unit to determine overall financial and FTE picture for entire Career Programs area to assist in monitoring overall performance of the unit.

Serve as cost center manager for multiple cost centers and monitors expenses and revenue as well as forecasts annual net or loss for open enrollment and contract cost centers with the assistance of the Associate Vice President. Assess career and community educational needs and innovative possibilities and develop specific courses, curriculum, and schedules, to meet those needs and prospects.

Recruit, select, hire, orient, supervise and evaluate non-credit instructors including nursing and other licensed health professionals, non-budgeted part-time course developers, support staff assistants, and other professional staff as needed.

Pursue and negotiate new contracts and grants, monitor grants, develop budgets and serve as college liaison with agencies, organizations, and individuals to establish co-sponsorships or partnerships for generating new or continued enrollments, FTE, and revenue for the college.
Locate and negotiate use of clinical sites for allied health courses.

Support the Clinical Coordinator's effort to locate and negotiate use of clinical sites for allied health courses.

Should a course require, serve as (if qualified) or identify and contract with a nurse manager/planner to meet the national requirements for nursing contact hours as mandated by the Maryland Nurses Association/American Nurses Credentialing Commission on Accreditation and other continuing education licensing agencies.

Coordinate with licensing/certification agencies to assure compliance, obtain approval, and oversee documentation for continuing education courses requiring approval from external credentialing bodies and manage the submission of courses requiring Maryland Board of Nursing approval.
Develop courses and conferences to provide ANA contact hours for nurses and professional credit hours/ CEU for a variety of diverse disciplines.

Act as division's liaison with the academic college community in parallel career areas to actively pursue cooperative efforts.

Develop working relationships with health care employers in the county and region.

Investigate new markets by studying trends and demographic information.

Prepare documents and statistical and other reports for internal/external college, local, and state requirements.

Cooperate in the preparation of all promotion materials in conjunction with the Division Marketing Coordinator.

Serve as major point of contact for resolving issues and developing schedules for all HCC courses and in developing and implementing HCC-originated courses at Mount Airy College Center.

Counsel prospective nursing and allied health students about licensure, continuing education and job requirements and resolve student issues.

Working in conjunction with the clinical coordinator for credit courses, assist in the negotiation, establishment, and management of clinical placements for students in nursing and allied courses held on the HCC campus for both open enrollment and contract courses.

Provide direction and supervision for staff overseeing multiple allied health labs.

Ensure the deployment of in-service training for adjunct faculty to assist them in meeting course objectives.

If qualified, instruct in both theory and clinical environments in times of emergency.

Oversee the delegation of course maintenance processes including instructor contracts, invoices, certificates, brochure production, and scheduling.

Other Knowledge Required
Bachelor's of Science in Nursing (preferred) or Bachelor's in Allied Health Science or related science field. Master's degrees (preferred) or Bachelor's plus Master's in other disciplines required with three or more years of experience in higher education or health care administration including background in designing and implementing noncredit programs and courses for entry-level, incumbent, and continuing professional education in healthcare or other targeted industries. Experience in teaching/training required and experience resolving student issues. Experience in working with credentialing agencies and meeting licensing and certification requirements necessary. Experience in developing and overseeing budgets and generating revenue and enrollments required. Experience in hiring, supervising, and evaluating support and professional staff necessary. Project management skills, excellent oral and written communication skills, and personal computing skills especially Microsoft Office products required. Knowledge of local health care community and community college experience helpful.

As a participating member of the Maryland Retirement and Pension System, HCC offers two retirement options: The Pension, which requires a 7% employee contribution and The ORP, a 403(b) with a 7.25% employer contribution only. Employees in positions that do not require a bachelor's degree must participate in The Pension. Employees that possess a bachelor's degree and hold professional positions that require a bachelor's degree may choose to participate in either The Pension or The ORP.
