Job Summary

Leads team responsible for maintaining the company Damage Prevention Program. Serves as primary liaison with state regulatory personnel responsible for the enforcement of pipeline safety as it relates to Damage Prevention. Develops and modifies policies and procedures to enhance and further pipeline safety and public awareness. Responsible for overseeing end-to-end process execution related to the Damage Prevention standards, including 49 CFR Parts 192.616 and 195.440, the Common Ground Alliance's (CGA) Best Practices, the One Call Laws, and the relevant State regulations related to Damage Prevention. Leads the team to monitor and inspect contract locating activities.

Essential Functions



  • Implements company's strategies to manage damage prevention, including contract locators.
  • Responsible for responses to any violations from regulatory bodies pertaining to damage prevention and public safety issues.
  • Provide direction to develop and implement solutions to achieve company's damage rate targets.
  • Develops and manages relationships with regulatory compliance personnel.
  • Identifies deficiencies and areas of improvement in damage prevention program elements within the company operations. Drive changes to improve.
  • Manages the Locate Policy, administers the development of new and maintains existing company standards within the plan in compliance with federal and state regulations. Aligns locating practices with CGA best practices.
  • Manages contract locating, including contract, performance, and associated reporting.
  • Responsible for ensuring damages are properly investigated and documented. Manages data analysis for reported internally, and externally as required.
  • Represent the company's interests through leadership roles in industry / trade groups and governmental advisory committees as needed. Represents company's position in public forums.
  • Responsible for communicating topics from/to company leadership relating to damage prevention and public awareness. Responsible for communicating topics of interest from/to regulatory representatives.
  • Provides expert testimony in legal and regulatory cases as needed. Provides expert advice and knowledge relating to damage investigation and reporting.
  • Responsible for developing professionalism and knowledge within staff. Responsible for implementing and ensuring completion of departmental growth and development plans.
  • Excellent oral and written communication skills; team-building skills; and strong problem-solving skills. Previous experience in leading a professional staff and dealing with regulatory or governmental bodies.


Education Description

Requires a bachelor's degree in a business or technical discipline from an accredited college or university.

Experience



  • Requires a minimum five (5) years of utility distribution system experience with demonstrated line locating and/or damage prevention skills.
  • Preferred experience in damage prevention excavation.


  • Preferred (2) years of progressive supervisory or leadership experience.
