Summary:
Directly responsible for the hospital testing program and ensures the technical quality, accuracy and timeliness in the Point of Care Testing (POCT) program is met. Acts as a technical consultant in Point of Care methodologies and quality control manager for all point of care performed. Provides administrative support for the hospital by assisting the Laboratory Director in managing daily operations of the laboratory. Acts as the back-up to the Laboratory Director in his/her absence.

Responsibilities:

  • Plans and organizes the workload of the POCT program to achieve maximum efficiency.

  • Assures quality control and maintenance is performed, recorded interpreted and reviewed for the POCT equipment.

  • Performs competency validations for teammates (staff) performing both waived and moderately complex testing outside of clinical laboratory.

  • Evaluates and implements new procedures, tests, instrumentation and equipment. Writes, updates, communicates and manages all POCT procedures. Trains and educates POCT teammates on procedures as needed. Operates all instruments in the areas assigned.

  • Interprets, recognizes, analyzes and corrects problems within the POCT program.

  • Makes sound management and clinical decisions concerning the POCT Program, deferring as necessary to the appropriate authority.

  • Responsible for overseeing a Quality Management Program for the purpose of promoting quality services in all aspects of the POCT operation (pre-analytical, analytical and post-analytical) and for ensuring compliance with applicable standards set forth by laboratory and hospital accrediting agencies (The Joint Commission).

  • Prepares the POCT program for regulatory agency inspections. Ensure regulatory requirements are followed and met in regard to proper use of point of care testing.

  • Implements new programs, tests, methods, instrumentation and procedures by investigating alternatives, preparing proposals, developing and performing parallel testing, and monitoring progress.

  • Maintains adequate levels of supplies.

  • Updates and maintains related computer systems.

  • Reviews quality control and other documentation for all POCT processes in accordance to policies.

  • Repairs or ensures repair of POCT equipment.

  • Keeps Director informed of issues, concerns and progress against goals.

  • Ensures teammates provide recommended or required services to all patients.

  • Maintains and role models a safe environment for patients, self and teammates at all times.

  • Directs laboratory operations in the absence of the Director.

  • Maintains a safe environment for self and teammates. Applies knowledge of the principles of universal precautions, routinely and consistently makes use of these principles. Also knowledgeable of appropriate use of personal protective equipment and infection control barriers and devices.

  • Completes continuing education and in-service programs to meet regulatory and job requirements.

  • Actively participates in staff meetings.

  • Participates in quality/performance improvement activities.

  • Communicates effectively and appropriately with teammates and supervisor to assure the quality and integrity of the service. Presents and promotes a professional demeanor at all times, establishes high standards of customer service, supports responsibility, pride, and teamwork, remains calm under pressure, and offers reasonable solutions for problems.

  • Monitors laboratory processes to assure quality and regulatory compliance.

  • Collaborates with Laboratory Medical Director, Lab Director, and Lab Supervisors to offer suggestions to improve quality of care and/or service

  • Performs data collection, analysis, and audits for the purpose of quality assessment/improvement as required by CAP, CLIA and DNV.

  • Creates lab statistical reports from LIS for internal and external benchmarking and performance improvement.

  • Identifies deficiencies or potential performance improvement needs and assists in corrective actions.

  • Remains familiar with CAP, CLIA and DNV regulatory standards and updates to recommend and apply to Pardee Lab practices.

  • Ensures regulatory/compliance readiness through education, updates, and special focus.

  • Serves as a laboratory representative for communication with assessors from outside regulatory agencies during assessments.

  • Organizes and analyzes data, makes improvement recommendations, and prepares written protocols.

  • Assists in writing, updating, and reviewing laboratory policies and procedures as needed

  • Represents the laboratory as a subject matter expert, serving as liaison/facilitator when participating in hospital initiatives, committees, etc.

  • Assists in orientation and education of Lab Staff, new hires, and laboratory students.

  • Recognizes/identifies continuing education opportunities for lab staff, promoting individual growth to ensure a progressive and innovative work force.

  • Assists Lab Director in charge reconciliation to assure quality in fiscal responsibilities

  • Leads and assists Lab Supervisors in IQCP development and management of QC data.

  • Ensures/maintains that the IQCP program stays compliant with regulatory requirements.

  • Accepts responsibility for laboratory projects or initiatives as needed.

  • Works closely with section supervisors to ensure teammate training and competency documentation complete and make recommendations and corrective actions to improve quality.

  • Attends in-services, continuing education, and classes to keep ahead of new trends or changes in laboratory practices as needed.

  • Performs other duties as assigned.

QUALIFICATIONS

Required

  • Bachelor's degree in biology, Chemistry, Medical Technology or a related life science.

  • Five (5) years of clinical experience working in a medical laboratory.

  • Previous supervisory experience.

  • Must hold a medical laboratory certification as issued by the American Society for Clinical Pathology (ASCP) or American Medical Technologists (AMT) association.

  • Strong working knowledge of requirements for College of American Pathologists accreditation and Clinical Laboratory Improvement Amendments (CLIA) certification.

  • Experience developing and documenting laboratory processes, policies and procedures.

  • Excellent verbal and written communication.

Preferred

  • Previous experience overseeing Point of Care testing.
