About the Department |
The Office of Contracts and Grants oversees post-award administration for NC State University. Contracts and Grants staff supports department and college Research Administrators, faculty, and staff by managing the cornerstones of Post-Award Administration including: project ID setup, deposits, invoicing, letter of credit draws, accounts receivable, financial reports to sponsors, new award/attribute review, audit coordination, prior approval request approvals, regulatory checklists, effort reporting and general compliance oversight. |
Essential Job Duties |
Are you a detail-oriented accountant who enjoys problem-solving, system administration, and ensuring financial compliance? As the Compliance & Systems Accountant, you'll play a vital role in managing payroll redistribution and effort reporting (
TEARS), working closely with campus partners to ensure accuracy, compliance, and efficiency. Reporting to the Assistant Director, you'll be the go-to expert for resolving system issues, analyzing payroll data, and providing training to university staff.
What You'll Do:
Ensure Compliance & Financial Accuracy:
- Review and approve payroll redistributions, ensuring alignment with federal, state, and institutional policies.
- Maintain financial integrity by analyzing cost-sharing reports, effort certifications, and payroll variance data.
- Support audits by preparing and reviewing documentation, justifications, and reconciliation reports.
Manage Systems & Solve Technical Issues:
- Partner with EAS Systems Programmers to troubleshoot payroll redistribution and TEARS system issues.
- Conduct system testing for upgrades and enhancements to improve efficiency and compliance.
- Monitor labor distributions, identify discrepancies, and implement corrective actions.
Train & Support Campus Stakeholders:
- Develop and deliver training on payroll redistributions, effort reporting, and related financial processes.
- Provide guidance on Graduate Student Health Insurance (GSHI) and tuition cost transfers.
- Keep campus partners informed of system updates, regulatory changes, and best practices.
- Cross-train internal staff to ensure a strong understanding of payroll compliance and system processes.

Qualifications
Minimum Education and Experience |
Bachelor's degree with 12 credit hours of accounting coursework; or Associate's degree in Accounting; or Associate's degree in Business or related discipline with 12 credit hours of accounting coursework; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.

Other Required Qualifications |
- Experience with and the ability to understand, interpret and apply Generally Accepted Accounting Principles (GAAP).
- Attention to detail.
- Ability to work under deadlines in a fast paced, deadline driven environment with multiple and conflicting priorities.
- A working knowledge of effort reporting and cost allowability.

Preferred Qualifications |
- Working knowledge of Office of Management and Budget Circulars, Code of Federal Regulations (CFR), including the Uniform Guidance, and contract and grant terms and conditions.
- The ability to understand, analyze and calculate payroll redistributions, GSHI, tuition and cost-share.
- The ability to analyze and identify any problems of a technical nature during testing and production and work with EAS to resolve. The ability to understand and communicate problems to EAS and to communicate the resolutions to campus and co-workers.
- Understanding of how to perform calculations related to cost share and redistributions, and the ability to communicate related information effectively.
- Ability to interpret and operate under the Committee of Sponsoring Organizations (COSO) integrated framework for internal controls for proper audit mitigation
