About the Mission You Will Join:
VMD is looking for a Full-time Team Lead for the Video Program support office at the Department of State (DOS). This position is Monday - Friday onsite with future Hybrid work possible. This position will direct, administer and control the day-to-day operations and activities of facilities and programs. Provide leadership, support and guidance to the team. Ensures a strong and robust communications process between all managers and staff.
This position is responsible for the daily management and oversight of the VTC team supporting the Department of State's Video Program Office. You will ensure that contractor staff have the necessary skills, clearance, access, and tools to accomplish the work as defined by the contract. The Video Program Office provides 24X5 tier 1/2/3 conferencing support to customers domestically and around the world.
Your Impact to the Mission:
- Establishes direction for the program to accomplish objectives; manages staff engaged in execution of the program; plans, organizes, and manages programs and services; coordinates with government leadership on project direction; negotiates and resolves significant and controversial issues.
- Defines project goals and objectives; establishes methods and means of accomplishing objectives; enforces policies and procedures.
- Ensure that VPO team is monitoring ticket requests for VTC support and meeting required contract SLAs.
- Oversees the development of internal processes.
- Ensures that performance measures and standards for the project are met; monitors performance; guides staff in making adjustments to program administration and strategy to ensure that standards are achieved.
- Establishes and maintains a working environment conducive to positive morale, individual style, quality, creativity, and teamwork; selects, trains and evaluates staff.
- Provides advice and assistance in areas of contract management.
- Makes reports and presentations to government client when requested.
- Assigns work activities and projects; monitors workflow.
- Provide overall leadership to the team, ensure Leads internal teams related to project; coordinates with appropriate internal departments and other employees.
- Work with the contract Program Manager to prepare and submit required contract deliverables, to include regular status reports and monthly metrics reports.
Experience Needed to Be Successful:
- Five (5) or more years of professional experience providing supervision/leadership to a team of technical personnel from entry level skills to subject matter experts.
- Demonstrated experience selecting and training staff with the ability to provide ongoing monitoring and oversight.
- Demonstrated experience performing budgetary and analytical duties on a government contract.
- Thorough knowledge of the principles and practices of government sector organization and program operations; knowledge of project management, including planning, scheduling, monitoring, and problem solving; knowledge of federal laws and regulations relevant to the program area as well as departmental policies and procedures.
- Ability to provide leadership, counsel, motivation and constructive performance reviews to staff, securing their respective commitments to the program's goals.
- Ability to effectively plan, assign, direct and evaluate the work of staff.
- Ability to establish and maintain effective relationships with the client; governmental agencies, and contractors.
- Ability to communicate and express ideas effectively, both orally and in writing.
- Knowledge of effective contract administration.
- Ability to conduct complex administrative studies.
- Ability to prepare reports and deliver persuasive, succinct presentations to the client as required.

- In-depth knowledge of performance metrics
- Good PC skills, especially MS Excel

- Education Requirement: Bachelor's degree in Management or IT related field, or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.
