Position Description
Employees in this position are responsible for managing the day-to-day administrative operations of a large size Basic Science department. Persons in this position must exercise a high degree of initiative and independent judgement, and should have a general knowledge of Health Sciences Center policies and procedures as they relate to department financial management and personnel administration. This position provides direct supervision to department staff personnel. Work is performed under usual office conditions; deadlines, meetings and maybe some travel. Additionally, work requires considerable contact and coordination with HSC administrative officials, administrative personnel of other departments and units, granting agencies, other institutions, and government organizations

Major/Essential Functions
  • Manages day-to-day operations of the department; meets with the Chair on a routine basis to clarify goals; supervises administrative staff; works with faculty to resolve issues; coordinates special projects as assigned.
  • Relieves Chair of various administrative duties; analyzes and solves problems within an appropriate time frame.
  • Meets with HSC administrators as needed and requested, and represents the department at administrative operations
  • Prepares and submits annual departmental budgets to be presented to the Dean's office at the annual budget meeting; analyzes and communicates financial information and data in complex account structures; uses data to develop budgets and financial plans. Enters appropriate budget information into Budget Prep for the next fiscal year.
  • Compiles information and prepares departmental reports as requested by both internal and external entities.
  • Manages and develops operating policies and procedures to coordinate departmental programs and activities.
  • Supervises office staff; allocates work responsibilities; monitors and ensures accurate and timely daily process (purchasing, travel, hiring; pre- and post-award process, non-grant funds; seminar series and other department events)
  • Ensures that essential administrative functions and services are provided at all times. Cross trains staff in key administrative functions and services such as purchasing,
    travel, hiring, pre- and post-award process, non-grant funds, seminar series and other department events.
  • Manages various administrative functions at the department level, including faculty recruitment and hiring for all department staff.
  • Submit all ePAFs for faculty and staff within the department.
  • Other duties assigned to achieve and accomplish the goals and mission of the department/institution.


Required Qualifications
Bachelor's degree in a business-related area. Four years of progressively responsible administrative and supervisory experience. Ability to communicate effectively. Working knowledge of the principles and fundamentals relating to budgeting, accounting, and recordkeeping. Ability to establish and maintain effective working relationships; knowledge of general administrative procedures that apply to functions such as personnel, payroll, and purchasing; ability to exercise judgment in unusual or new situations, and able to exercise discretion when processing confidential material.
