The Sanctions & Embargoes program is aimed to ensure that Deutsche Bank Group and its staff fully comply with all applicable sanctions and embargoes. Deutsche Bank's Sanctions & Embargoes Program has been implemented globally and throughout all business divisions via the Embargo Policy - Deutsche Bank Group and the Special Risk Country Policy Deutsche Bank Group.

What You'll Do:

  • Conduct in-depth investigations on escalated sanctions alerts that have already passed initial triage stages, supporting Deutsche Bank in mitigating legal, regulatory, and reputational risks. Analyze the nature and context of matches against applicable sanctions lists, such as OFAC, UN, EU, and UK HMT.

  • Assess client relationships, transactions, counterparties, and associated risk factors. Make final decisions on the disposition of each alert, including block, reject, report, or allow under license. Document all assessments with detailed rationale to ensure compliance and audit traceability.

  • Apply global sanctions regimes, including OFAC, UN, EU, and OFSI, to payment messages. Decide whether to Block/Report to OFAC or release payments, and escalate significant issues within Anti-Financial Crimes, ensuring all client risk assessments align with internal policies and external regulatory obligations.

  • Monitor regional regulatory developments, ensuring significant events impacting Deutsche Bank are addressed. Interface with client service officers on transaction-related requests, ensuring full compliance with sanctions regulations and Deutsche Bank policies.

  • Manage and maintain internal watch lists, coordinating with Regulatory Filtering Operations for timely and accurate implementation. Maintain records in an accurate and auditable format, and fulfill sanctions reporting obligations to competent authorities.

  • Conduct enhanced due diligence and investigations, responding to law enforcement, regulatory, or internal inquiries. Report risks related to your responsibilities and any incidents to the Head of Sanctions Compliance.

Skills You'll Need:

  • BA/BS required, JD/Masters preferred. Strong foundational knowledge in sanctions compliance, with experience in Advisory roles considered beneficial. Advanced knowledge of global sanctions regimes, including OFAC, UN Security Council, European Union, and United Kingdom HMT, with additional regimes as relevant.

  • Proven ability to interpret and apply complex sanctions laws in real-world client and transactional scenarios. Comfortable using sanctions screening and case management tools like Fircosoft, World-Check One, and Actimize.

  • Ability to assess and manage sanctions risks for new clients, products, or geographies. Experience drafting guidance and procedures related to sanctions compliance, with expertise in identifying direct and indirect sanctions risks, such as ownership/control rules and sectoral sanctions.

  • Comprehensive understanding of global sanctions regimes, capable of making final decisions on sanctions matters, including blocking, reporting to OFAC, or releasing payments, as part of the L3 Alerts Intelligence & Investigation/Advisory team.

  • Demonstrated ability to conduct enhanced due diligence and investigations, with strong documentation, reporting, and stakeholder communication skills, ensuring a proactive approach to identifying and mitigating risks.

  • Strong analytical, drafting, and communication skills. Ability to work across geographic and cultural boundaries, prioritizing requirements, and delivering quality execution in a fast-paced environment.

  • Mandatory adherence to Federal Reserve timeframes, with flexibility for extended hours when necessary. The L3 Officer is accountable for final disposition decisions related to sanctions alerts and client sanctions exposure.

Expectations

It is the Bank's expectation that employees hired into this role will work in the New York office in accordance with the Bank's hybrid working model.

The salary range for this position in New York City is $85,000 to $120,750 and for Jacksonville is $75,000 to 110,750. Actual salaries may be based on a number of factors including, but not limited to, a candidate's skill set, experience, education, work location and other qualifications. Posted salary ranges do not include incentive compensation or any other type of remuneration.
