THE ANNUAL STARTING SALARY FOR THIS POSITION IS $70,000. THIS IS NON-NEGOTIABLE. Job Summary Prepares, administers, reviews, analyzes, audits, and negotiates contracts pertaining to procurement purchases. Evaluates competence of vendors and ensures contractual compliance in delivery, financial, and minority participation. Maintains compliance for Food Service Operations with local, State and Federal regulations. Essential Functions 1. Supervises and trains assigned staff, conducts performance appraisals, makes employment and discipline recommendations, and coordinates work assignments. 2. Works with departments to ensure that specifications are worded clearly and unambiguously. 3. Ensures accuracy of terms and delivery dates. 4. Generates cost proposals and pricing information. 5. Analyzes vendor proposals to ensure all requirements, including minority participation, are captured. 6. Compares bids and awards contracts in conjunction with the Procurement Department. 7. Reviews vendor invoices for accuracy and adherence to specifications. 8. Reviews and analyzes food service management, custodial, beverage, and other contracts for quality and compliance. 9. Maintains compliance for Food Service Operations with local, state and federal regulations. 10. Serves as liaison between Food Service management Company and Florida Department of Agricultural and Consumer Services, Division of Food, Nutrition and Wellness. 11. Performs other duties as assigned. Qualifications Education: Bachelor's degree from an accredited college or university. Experience: Five (5) years administrative/management experience in the regulatory compliance of USDA Child Nutrition Programs. Certifications & Licenses: Serv Safe Certification. Knowledge, Skills, and Abilities * Knowledge of federal, state, and district regulations related to Child Nutrition Programs * Knowledge of federal government military or school district contracting compliance experience and knowledge a must. * Knowledge of food preparation/production, food safety and procurement * Strong oral, written, and interpersonal communication skills * Strong word processing, spreadsheet, database, and presentation software skills * Strong supervisory skills * Strong report writing skills * Strong organization skills * Ability to read, understand and interpret contract/regulatory language * Ability to ensure assure compliance with Child Nutrition Programs related statutes and regulations
