THE POSITION

The Department of Transportation is seeking a qualified individual to fill the position of Traffic Control Technician. This entry-level role involves a variety of technical responsibilities, including the collection of data pertinent to Traffic Studies, Safety protocols, and Signage. DESCRIPTION OF WORK

In this position, you will continuously assess traffic routes during both daylight and nighttime hours to pinpoint safety issues. Your responsibilities will include participating in traffic studies, conducting traffic counts, reviewing signage and pavement markings, processing Highway Occupancy Permit (HOP) applications, and evaluating traffic signals. You will also address complaints related to signage, pavement markings, and delineation by preparing correspondence, recommending corrective measures, and generating work orders as necessary. Additionally, you will create plans for traffic signals, electronically operated devices, highway lighting, and Intelligent Transportation Systems (ITS) for District projects using Computer Aided Drafting (CADD) tools. Your role will involve preparing spreadsheets, graphs, technical reports, Geographic Information System (GIS) maps, and other electronic documentation. You will gather and compile data to support the development of the District's annual Raised Pavement Marker (RPM) contract and maintain the District-wide RPM inventory. Furthermore, you will assist with engineering and traffic-related designs and studies in compliance with Department policies and relevant state and federal regulations. Your analyses will include evaluating perishable crash data and identifying crash cluster locations, from which you will recommend safety improvements to your supervisor. You will also assess sight distance and guide rail requests, proposing necessary solutions. In addition, you will develop and deliver crash analysis and highway safety training for District, County, and consultant personnel, while analyzing highway occupancy permits for sight distance and guide rail concerns. Your ongoing review of traffic routes will help identify signage needs, and you will survey roads within the Department's right-of-way to determine if new signs are required. Collaborating with District and County staff, you will provide technical guidance and training related to signage in Systems, Applications, and Products (SAP), while also investigating concerns and complaints regarding signage issues and generating work orders as needed. Finally, you will prepare reports on road conditions that require attention.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 7:30 AM to 3:30 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in District 10-0.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS
Minimum Experience and Training Requirements:

  • One year of experience as an Engineering Technician (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Three years of experience performing transportation engineering technical assignments, such as traffic control data collection, highway sign surveys, traffic signal inspection, materials sampling, testing, or inspection, construction inspection, bridge inspection, survey work, utility relocation, roadway programs management, or roadway materials control; and graduation from high school; or
  • One year of experience performing transportation engineering technical assignments, such as traffic control data collection, highway sign surveys, traffic signal inspection, materials sampling, testing, or inspection, construction inspection, bridge inspection, survey work, utility relocation, roadway programs management, or roadway materials control; and an Associate's Degree in the field of mathematics, statistics, or a civil engineering technology; or
  • An equivalent combination of experience and training.

Other Requirements:
  • This particular position requires a valid Class C non-commercial driver's license.
