Bay Cove Human Services' mission is to partner with people to overcome challenges and realize personal potential. Bay Cove pursues this mission by providing individualized and compassionate services to people facing the challenges associated with developmental disabilities, mental illness, substance use disorders, and homelessness at more than 175 program sites throughout Greater Boston and Southeastern Massachusetts.

Job Summary:

The Quality Assurance Director oversees a variety of administrative and quality management activities, as well as accomplishes special projects that promote and strengthen the consistency and quality of services offered within Developmental Services. As a key member of the Operations team, the Quality Assurance Director facilitates the development of policies, procedures, quality assurance functions, etc. that furthers our mission and promotes dignity, safety, skill development, and an improved quality of life for people served within Developmental Services.

This is an exempt position.

Supervisory Responsibilities:



  • Quality Assurance Coordinators


Essential Functions of the Position:



  • Implements and monitors all QA functions including Bay Cove, DDS, MassHealth, ABI, MRC and DPH standards, CARF and outcome measures, program reviews, incident reports, MAP compliance, human rights complaints, documentation system, etc.
  • Promotes improved communication within the programs and between the agency and programs through the design and standardization of communication systems and provides training and technical assistance as needed. This includes the review and maintenance of forms and procedures for the DS portal.
  • Assists with completion of proposals and policies.
  • Provides support & oversees the QA Audits and other projects undertaken by the Quality Assurance Coordinators.
  • Implements, monitors and modifies the agency's electronic records management system.
  • Provides specific training to staff, as needed.
  • Manages the CARF accreditation and DDS Licensing & Certification and assists with other external reviews, as needed.
  • Serves as a resource for DS programs to maintain compliance with applicable DDS, CARF, and MassHealth standards.
  • Assists with new program start-up by managing the process with DDS OQE, and other functions, as needed.
  • Participates in internal and external committees, as determined by the Operations Director.
  • All other duties as assigned by the Operations Director.


Requirements for the Position:



  • Bachelor's degree in Psychology, Social Work, Human Services or a related field plus at least five years' experience in the administration of programs serving adults with developmental disabilities.
  • Knowledge of current practice standards in long term support service delivery system and sensitivity to the needs of service recipients.
  • Demonstrated professional writing, interpersonal, communication, oral presentation, clinical and organizational skills.
  • Proficiency in word processing and spreadsheet preparation.
  • Maintain current certifications in: Medication Administration, Standard First Aid, CPR and crisis prevention.
  • Valid Driver's license.
  • Use of personal cell phone and/or vehicle.
