JOB DESCRIPTION

JOB SUMMARY:

The Program Manager is responsible for the proper administration, planning, scheduling and budget for a grouping of projects within a designated market segment. Coordinates daily activities, resolves resource conflicts within the company, and resolves significant customer issues.

The role fosters effective working relationships with Customer and Subcontractors and ensures prompt resolution of issues and corrective actions.

The Program Manager is seasoned in project management principles and establishes and raises the high standard for the Company's project management model. The Program Manager instills a sense of ownership and establishes expectations for the assigned project management team. This position has the overall responsibility for managing the profit & loss for all projects within the segment assigned.

JOB REQUIREMENTS

Essential Functions:



  1. Ensure each project has an established schedule and budget created and regularly maintained throughout the availability.
  2. Leads the development of and monitors the maintenance and dissemination of budgets and production schedules to ensure buy-in and alignment on execution plans.
  3. Provides coaching to project managers on risk mitigation, change order management, and customer negotiations.
  4. Works with Subcontract Management and Production Management to clarify projects needs and risks, and ensures sound Make or Buy decisions are made.
  5. Timely analyzes budgets and schedules to identify areas of concern and promptly addresses concerns with the Division Director, the Production Manager, the Project Managers.
  6. Delegates ownership of daily and weekly execution plans to project management teams and ensures alignment and clarity of responsibilities.
  7. Ensures compliance with ECR Project Management processes and provides critical feedback on performance where warranted.
  8. Ensures integration of Contract Manager function in managing growth and contract changes. Ensures completeness of necessary review processes to ensure that maximum benefit is gained in mitigating risk and leveraging opportunities.
  9. Assist Project Managers when needed with contractual issues that may arise with the prime or subcontractors.
  10. Monitors and assists in deconflicting issues with production and subcontractor schedule and safety performance.
  11. Ensures proper management of job cost status reports including timely reconciling of cost commitments. Provides timely updates of project performance projections on predetermined schedule.
  12. Ensures regular process for establishing progress agreements with the customer and follow-on invoicing and collections is maintained.
  13. Responsible for the recruitment, training, supervision, and evaluation of department staff.
  14. Performs other duties as assigned.



QUALIFICATIONS:



  1. Willingness to work a flexible schedule.
  2. Familiarity with scheduling software such as Primavera or Microsoft Project.
  3. Effective leadership and interpersonal skills.
  4. Ability to determine appropriate actions, methods, techniques, and evaluation criteria for expediting results with training and coaching.
  5. Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
  6. Ability to write reports, business correspondence, and procedure manuals.
  7. Strong communication skills, including oral, written and interpersonal skills to effectively communicate with subordinates, management, and customers.
  8. Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  9. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
  10. Must be authorized to work in the United States.
  11. Must be able to gain access to military installations.
  12. Must successfully pass a drug screen and background investigation.



EXPERIENCE/EDUCATION:

Bachelor's degree in Marine Engineering, Naval Architecture, or a degree in another technical discipline. 10 years of senior project management experience, and minimum of 5 years in a related marine, shipyard or industrial environment. An equivalent combination of education and experience is acceptable for the right candidate.

The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision depth perception and ability to adjust focus. (Ability to view computer monitors without eye strain for extended periods of time).
