The Role
As the US Domestic Emergency Cash and Voucher Assistance (CVA) Advisor you'll be integral to our work in helping vulnerable children achieve a brighter future. You will contribute at the systems level to Save the Children's capacity to deliver cash-based assistance in domestic emergency responses. The role will lead strategy development and the technical design and implementation of quality cash-based programs that deliver change for children and in an emergency the role will pivot to practical, hands-on implementation of this strategy.
The role supports national advocacy and influencing while driving strategic partnerships for new business development. It supports the design and implementation of monitoring and evaluation systems to demonstrate impact, while sharing learning across our programs, teams and partners.
The role will work closely operations colleagues, establishing systems and processes that will allow Save to implement CVA programs at scale in response to emergencies. This role includes a focus on external representation on priority issues including market-based assistance, as well as shock-responsive social protection to ensure linkages between Save the Children US (SCUS) humanitarian cash & voucher assistance and government-led social protection systems.
In the event of a major humanitarian emergency, this strategic role will pivot to leading Save's cash-based responses to domestic emergencies. The role holder will work with the humanitarian response leadership to implement the cash strategy by designing and leading the cash-based portion of the response, as well as integrating cash into other sectoral responses. The position will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Role Dimensions: The role is expected to foster relationships with a wide range of internal and external stakeholders including the SCUS department of humanitarian response, the US Programs Operations department, Sectoral Technical Advisors, advocacy colleagues, Save the Children International and other Save members, technical counterparts in other organizations, donors etc..

Technical Excellence (35%)
- Provide technical leadership for Cash & Market-based Programming for the USP team and set the strategic approach in relation to the wider humanitarian strategy. Serve as the Department of Humanitarian Response (DHR)'s primary resource for CVA technical knowledge, working across sectors to support the integration of cash-based modalities in emergency response.
- Serve as analytical technical support across operations and sectors, assisting DHR to execute cash at scale.
- Identify and evaluate strategic and operational risks across sectors relating to CVA and implement strategies to minimize and/or mitigate risk.
- Lead the technical scoping, planning, and design and proposal writing during new program development, and ensure program quality . Ensure that broader considerations are reflected in our program design and implementation.
- Ensure that thematic program components are technically sound, implementation methods are consistent with national and global strategies, acknowledged good practice (e.g. Save the Children Common Approaches); and are likely to achieve scale.
- Participate in the development of emergency preparedness plans, CVA and market-specific assessments (including experience implementing a wide variety of assessment processes and tools), as well as in the design and delivery of emergency response and recovery strategies. Train, coach, and supervise staff, promoting Save the Children's values.
Systems strengthening (35%)
- Promote a Systems Strengthening approach that supports working in collaboration and partnership with government and local partners,.
- Work with Monitoring, Evaluation, Accountability & Learning (MEAL) teams to establish systems to ensure that cash-based assistance is reaching those who need it most, and to improve monitoring and evaluation systems that are focused on child-friendly and transformative methods.
- Prioritize learning across the organization and contribute to global technical conversations.
Strategic Relationships and New Business Development (10%)
- Work closely with Partnerships and Philanthropy colleagues to identify and pursue funding opportunities.
- Build strategic partnerships to develop a robust pipeline of CVA projects.
- Represent Save's cash programming to national and Local government representatives, donors, partner agencies, etc. as required.
Emergency Response (20%)
- During a domestic emergency this role will pivot to providing technical and strategic leadership of Save's cash-based emergency responses, including direct program management, budget and financial responsibility, and cash team management.
- During an emergency work strategically across the organizational response to integrate cash into other sectors.
Required qualifications for the role
- Minimum of a bachelor's degree or equivalent experience, plus at least 5 years of relevant experience
- Experience in the introduction of internal controls systems to support cash and vouchers delivery in the areas of financial management, logistics, security, and program delivery
- At least 5 years' experience of program management experience nationally or internationally in Cash & Voucher Assistance in emergency settings or crisis response
- Experience with multiple cash and voucher modalities, including digital, mobile, card, paper vouchers, and cash in envelopes. Experience with participatory engagement and modality selection and documentation processes.
- Experience in partnerships and business development with major US companies, foundations, NGOs, and relevant governmental resources
- Demonstrable knowledge of the CVA context in the US and strong existing relationships in the US CVA space.
- Practical experience setting up a new cash program at scale, developing SOPs, and overseeing technical procurement of Financial Service Providers.
- Able to generate and use data and evidence to innovate, deliver, learn and drive change to support the needs of individuals and communities impacted by disasters, with a special focus on children.
- Experience in the application of methodologies to calculate cash/voucher amounts for sectoral outcomes (e.g. cost of the diet) as well as for multi-purpose cash transfers; experience in conducting feasibility and risk analysis for cash & voucher assistance
- A strong understanding of CVA MEAL systems
- Significant experience in training, capacity building, and technical facilitation for a wide variety of audiences.
- Professional proficiency in MS Office suite
- Professional proficiency in spoken and written English
Preferred qualifications for the role
- Master's degree in disaster resilience, international development, public administration, food security, or in a related humanitarian/development field.
- Management experience of operational aspects of cash and voucher intervention
- Experience of supporting humanitarian preparedness, response and recovery
- Skilled at networking, representation and partnership development in order promote learning, strengthen civil society and mobilize resources.
Compensation
Save the Children is offering the following salary ranges for this position, dependent on candidate location:
- Geo 1 - NY Metro, DC, and other locations with labor costs significantly above national average: Target Salary for this position is $84,150 - $94,050 base salary
- Geo 2 - Locations around the US National Labor Cost Average: Target Salary for this position is $76,500 - $85,500 base salary
- Geo 3 - Locations significantly below the US National Labor Cost Average: Target Salary for this position is $68,850 - $76,950 base salary
The salary ranges listed above are for US based candidates. For candidates located outside of the US, salary ranges will be based on the salary scales of the local employer of record. Actual base salary may vary based on, but not limited to, relevant experience, base salary of internal peers, business sector, and geographic location (more information on job structure is available here).
