RAND is seeking aRegulatory Compliance Managerto join our Finance team.

Under the general direction of the Senior Manager, Regulatory Compliance, the Regulatory Compliance Manager contributes to leading two major functions: Regulatory Compliance and Internal Control and Assurance (ICA). The Manager develops, reviews, and updates compliance policies, procedures, and guidelines, and maintains regulatory documentation to support both functions. Furthermore, the Manager provides regulatory consulting services internally, supporting RAND's compliance and assurance initiatives.

Regulatory Compliance function

  • Serves as the primary liaison for Defense Contract Audit Agency (DCAA) audits.

  • Responsible for overseeing compliance with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), FAR Supplements, Cost Accounting Standards (CAS), and internal guidelines.

  • Supports teams in resolving audit challenges, providing regulatory expertise in submissions such as Incurred Cost Claims (ICC), Provisional Billing Rates (PBR), and CAS cost impact proposals. Assists in maintaining the CASB Disclosure Statement (DS) by monitoring accounting practices for updates.

  • Delivers compliance training, workshops, and materials to educate employees and management on regulatory standards, requirements, and best practices.

Internal Control and Assurance (ICA) function

  • Collaborates across departments and performs internal control reviews, ensuring alignment with industry standards and regulatory requirements.

  • Plays an active role in the annual risk assessment process for ICA review plan and prepares risk-based scopes for ICA reviews.

Qualifications

  • Extensive experience supporting DCAA audits, including CAS Compliance, PBR reviews, ICC, and other audits as required.

  • Extensive experience and comprehensive knowledge of government accounting and regulations, including FAR, DFARS, FAR Supplements, and CAS.

  • Experience maintaining CASB Disclosure Statements (DS) and monitoring accounting practices for potential changes and identifying relevant updates.

  • Firm knowledge of accounting regulations and procedures, including Generally Accepted Accounting Principles (GAAP).

  • Proficiency in Microsoft Office; high proficiency required.

  • Strong oral and written communication skills, with the ability to cultivate critical inter- and intra-departmental relationships, foster cooperation and trust, and effectively meet deadlines while providing high-level customer service.

  • Ability in innovative thinking in preparing risk-based review objectives, scope, and testing strategies for internal control reviews.

  • Ability to perform in a fast-paced environment with the capability to multitask effectively.

  • Experience with contracts is required; exposure to government grants is a plus.

  • Experience with Workday (WD) Financial Accounting Software and working in a large nonprofit environment is a plus.

  • Experience with general ledger functions is a plus.

  • Ability to maintain sensitive and confidential information appropriately is a must.

Education Requirements

BS/BA in Finance, Accounting, Business or similar discipline is required.

Location

We are hiring for this position in Washington, DC. We offer a hybrid work arrangement, combining work from home and on-site options.

Salary Range:$102,800 - $156,500

RAND considers a variety of factors when formulating an offer, including but not limited to, the specific role and associated responsibilities; a candidate's work experience, education/training, skills, expertise; and internal equity.The salary range includes base pay plus RAND's sabbatic pay (which provides additional compensation above base pay when vacation is taken). In addition, RAND provides strong benefits including health insurance coverage, life and disability insurance, savings plan, paid time-off and more.
