Responsibilities

Launch Integration Specialist (LIS) provides mission management and integration
support to the OSL mission team in all phases of planning and execution of satellite-to-launch
vehicle integration for OSL assigned missions. The LIS provides the overall end-to-end mission
integration planning coordination/support, integrated schedule development, Range
coordination, readiness review preparation, technical procedure coordination, anomaly
resolution, integration of mission requirements into government or commercial infrastructure,
mission support, MAT Integration panel support and lessons learned adjudication.
LIS support responsibilities include program plan development and maintenance, including
performing launch vehicle mission trade studies, mission analysis, the development of mission
unique requirements and derived requirements identification, monitoring and verifying all
launch vehicle and satellite vehicle interface requirements including satellite vehicle processing,
monitoring, transportation and fueling requirements. LIS should possess an understanding of the
SV and L V and associated contracts to support the entire life cycle of launch operations planning
and execution. LIS support requires close coordination with the SV Program, L VC, OL, Range,
and other associated contractors and organizations. LIS should be familiar with the scope,
capabilities and coordination of support for various NRO, OSL and external contracts for SV
development, integration and launch, commercial launch services, Launch Systems Integration
Contractor (LSIC), FFRDC, launch base/range support contractors and OSL service/services
contracts requirements. Requires a working knowledge of United States Space Force (USSF)
National Security Space Launch (NSSL) launch services and launch vehicle architecture and
components.

LIS tasks include:
* Provides space vehicle to launch vehicle integration, manifesting, and launch expertise
* Provides Launch mission management process continuity across the Launch Enterprise
* Supports Launch Mission Management interface with internal and external divisions,
agencies and contractors
* Generates reports and presentations for meetings and other launch enterprise internal and
external reviews
* Manages coordination process for planning, requirements and readiness meetings
* Performs review oflaunch mission integration products assuring quality, accurate and
complete products are properly developed, coordinated and delivered.
* Assists in the development of launch and mission integration requirements in support of
OSL CBJB and IPBS development
* Attend Launch Scheduling/Manifest Meetings as required
* Support each OSL launch campaign, throughout the entire launch process, by ensuring
the NOPS, Mission IT infrastructure and services requirements, as driven by satellite
program and OSL, are integrated, documented and validated.
* Support development of and/or update mission documentation, ensuring proper
identification of enterprise launch communications and service requirements
* Interface with key mission personnel from NRO mission partners including launch
vehicle contractors, satellite contractors, AF Program Offices, NASA and other mission
stakeholder groups
* Provide insights on SV issues that may affect the L V /SV interface, L V hardware or
launch infrastructure
* Provide Modeling and Simulation support including developing both technical and
programmatic scenarios and associated data inputs and analysis
* Update and communicate OSL capabilities baseline and processes, OSL services and
capabilities reference guides and roadshows and other outreach efforts to support SV /L V
integration
* Develop schedules, manifests, and mission models, including multiple scenarios,
impacts, and alternatives
* Ensure mission integration risks are identified and support/track mitigation activities
* Provide very early mission integration engagement to new and emerging programs (May
require special security access granted as needed by the government)
* Provide Risk Assessments, as assigned, of various elements of and OSL Launch
Campaign to include integrated LV/SV readiness, team performance and readiness to
execute the launch campaign based on demonstrated performance during DoL exercised
and readiness activities


Qualifications

LAUNCH INTEGRATION SPECIALIST, LEVEL I (LIS-I)
The Level-I LIS position is an entry level professional who possesses working knowledge of
space launch systems and processes. Level I LISs will develop briefings for a variety of
audiences and must be able to convey information in a clear and articulate manner. Level I LISs
will be required to execute launch integration and launch support activities. Level-I LIS
contractors shall possess the General Level II (G2) qualifications

LAUNCH INTEGRATION SPECIALIST, LEVEL II (LIS-II)
The Level-II LIS position is an intermediate level professional who possesses proven working
knowledge of space launch systems and processes. Level II LIS will develop briefings and
assessment to a variety of audiences and must be able to convey information in a clear and
articulate manner to Government leadership. Level II LIS will be required to plan and execute
launch integration activities, as well as cradle-to-grave launch and launch support activities.
Level-II LIS contractors shall possess at least the General Level II (G2) (Desired: Technical
Level II (T2)). LIS-II shall also possess the following expected qualifications:

* Min 2 years of releveant experince
* Extensive knowledge of government space launch policy and procedures (Desired:
Extensive knowledge ofNRO/OSL launch policy and procedures)
* Thorough understanding of Satellite Vehicle launch interface requirements, launch base
transportation, fueling, processing and Day-of-Launch requirements (Desired: Thorough
understanding of NRO Satellite Vehicle launch interface requirements, launch base
transportation, fueling, processing and Day-of-Launch requirements)
* Experience leading the SV /L V mission integration process in all phases of planning and
execution (Desired: NRO SV program experience leading the SV/LV mission integration
process in all phases of planning and execution)
* Experience providing cross-program integration and launch expertise across mission
teams (Desired: Experience providing cross-program integration and launch expertise
across NRO mission teams)

LAUNCH INTEGRATION SPECIALIST, LEVEL III (LIS-III)
The Level-III LIS position is a senior level engineering professional who possesses proven
working knowledge of space launch systems and processes. Level III LISs will develop
briefings and assessment to a variety of audiences and must be able to convey information in a
clear and articulate manner to all levels of Government leadership. Level III LISs will be
required to support mission integration and strategic planning, as well as cradle-to-grave launch
and launch support activities. Level-III LIS contractors shall possess all expected LIS-II
qualifications and at least the General Level III (G3) (Desired: Technical Level III (T3)). LISIII
shall also possess the following expected qualifications:

* Min 5 years of releveant experince
* Demonstrated ability to establish effective working relationships with other Government
agencies and mission partners
* Substantive experience providing risk assessments and risk-management
recommendations to program managers
* Expert knowledge of SV /L V mission integration process, to include experience working
launch vehicle to space vehicle interfaces, including mechanical, electrical, mission
analysis, launch and SV environments, ground operations, space vehicle transportation,
fueling, monitoring and processing, launch readiness, Day-of-Launch and mission
interface verification between the L V and SV (Desired: Expert knowledge ofNRO
SV /L V mission integration process, to include experience working launch vehicle to
space vehicle interfaces, including mechanical, electrical, mission analysis, launch and
SV environments, ground operations, space vehicle transportation, fueling, monitoring
and processing, launch readiness, Day-of-Launch and mission interface verification
between the L V and SV
* Extensive Experience leading the SV /L V mission integration process in all phases of
planning and execution (Desired: NRO SV program experience leading the SV /L V
mission integration process in all phases of planning and execution)
* Extensive Experience providing cross-program integration and launch expertise across
mission teams (Desired: Experience providing cross-program integration and launch
expertise across NRO mission teams)
* Ability to effectively provide guidance to Level-I and Level-II LISs

Security Clearance:

Active TS/SCI security clearance with a CI polygraph

Locations: Chantilly, VA, Cape Canaveral, FL, Los Angeles, CA, Vandenberg, AFB, or Colorado Springs, CO

The pay range for this position is $100,000/year to $210,000/year; however, base pay offered may vary depending on established government contract ranges, job-related knowledge, skills, and experience, and other factors. MTSI also offers a full range of medical, financial, and other benefits, dependent on the position offered. Base pay information is based on market location.
