Position Overview


Primary Purpose of Position
The position of the Clery Act Compliance Coordinator is a non-sworn member of the police department and reports to the Chief of Police. This position is responsible for working collaboratively with various offices at the university to ensure the institution's compliance with the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act and associated regulations. Provide University wide Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (Clery Act) compliance oversight, direction and reporting. Stay abreast of pending and final changes to the Clery Act and other laws or regulations affecting Clery Act provisions. The Clery Act Compliance Coordinator must be able to work independently, review and develop policies to stay in compliance, update existing programs and communicate and interact with all personnel in the department, This position is responsible for learning Accreditation standards and serving as a resource to the department's Accreditation Manager.

Key Responsibilities and Related Competencies


Required Competency Professional Knowledge
Duties
Utilizes data and relevant literature to identify trends that may need to be incorporated into the Clery program's risk-based monitoring. Closely monitors all government communications specific to new risk areas, government audit activity, and advisory and regulatory updates. Acts as a liaison between all university campus authorities and external agencies where applicable. Develops and maintains a comprehensive Clery compliance program that includes training (tracking and monitoring the level of participation), policy creation, reviews (including an annual review plan), reports and enforcement. Ensures program fully addresses all elements of an effective compliance program and serves to promote compliance by employees and faculty operating within the university standards and policies. Provides information as needed to university stakeholders when needed and maintains and development of department web page to include crime log and fire log. In addition to thorough knowledge of the Clery act, this position must also obtain and apply in-depth knowledge of accreditation standards to assist the Accreditation Manager.


Required Competency Program/Project Administration
Duties
Maintains digital police records including but not limited to crime records, logs UCR reporting criminal and non-criminal citations, including traffic citations and warnings; logs and files supplemental case material such as witness statements and tow records; records and logs parking tickets; mails and files traffic crash reports; updates the status of open cases by entering court dispositions regularly;and processes Student Conduct letters on a campus of over 13,000 students and employees. Maintains all physical police records by creating and retaining an organized file system for the storage of all paperwork pertinent to case histories, internal police forms, etc. Processes and retrieves requests for records as well as internal and external searches of persons by request as directed. Ensures requester has proper authorization for release of confidential information, provides information per procedure, and adheres to confidential standards. Assists with new employee background investigations as directed by command staff. Collecting hazing statistics reported by CSAs or local law enforcement and including them in the annual security report. Implementation of hazing policies, including those specific to hazing prevention and compilation of a Campus Hazing Transparency Report.


Required Competency Consultation
Duties
Works cross functionally with the Police Department, Student Affairs, Emergency Management Coordinator, Office of General Counsel, and Environmental Health & Safety etc. to ensure compliance with Clery requirements. Regularly meets with and trains Campus Authorities within the various areas (i.e. relevant stakeholders, etc.). Monitors, develops, updates and implements departmental and suggest institutional policies, procedures and processes to ensure compliance with the Clery Act. Evaluates Clery geographic locations regularly to ensure boundaries are maintained and communicated appropriately to capture accurate reporting.


Required Competency Information Analysis and Decision Making
Duties
Reviews the daily incident logs and produces the university's annual report. Reconciles external municipal and internal university reports. Provides advice and direction to the Police Department and relevant stakeholders to maximize Clery Act compliance requirements. Monitors and communicates progress and developments in federal and state laws, regulations, and Clery Act compliance; provides subject matter expertise and recommends responses/procedures related to the laws, regulations and program guidance.
