Position Summary

CPS Energy is seeking an experienced and knowledgeable Energy Market Policy Manager to serve as a subject matter expert on energy markets and the financial operations of the ERCOT market. This strategic role plays a key part in shaping our market policy and advocating for CPS Energy's interest in the ERCOT stakeholder process.

The successful candidate will be responsible for working across business units to develop and guide CPS Energy's positions on energy market design, regulatory proposals, and legislative initiatives. You'll be part of a team that monitors emerging issues, engage in stakeholder meetings, develop policy recommendations, and protect CPS Energy's market position through thoughtful analysis and representation.

Tasks and Responsibilities

  • Act as CPS Energy's subject matter expert on ERCOT wholesale market issues, including market design, resource adequacy, financial settlements, and financial structures.
  • Monitor and participate in ERCOT stakeholder meetings, representing CPS Energy's interest in discussions and decision-making processes.
  • Provide guidance to internal project teams on ERCOT-related issues and ensure alignment with organizational priorities.
  • Tracks, analyzes, and engages in wholesale market activities and policy proposals at ERCOT and the Public Utility Commission of Texas (PUCT); communicates key market developments and policy update to various internal business units with the objective of informing and collecting feedback for use by the EMP unit in developing policy direction and recommendations.
  • Participates in internal coordination efforts to vet positions and responses to proposed ERCOT market rule and PUCT regulatory changes.
  • Conducts meetings with affected CPS Energy business units to alert them to new rules and any requirements associated with the rule.
  • Monitors ERCOT committee, working group, and task force meetings as well as PUCT Open Meetings, workshops, projects, and dockets.
  • Participates in the bill analysis efforts during regular legislative session and special sessions.

Minimum Skills
Minimum Knowledge and Abilities
Proven ability to build consensus and influence outcomes in complex stakeholder environments.
General understanding of ERCOT stakeholder and PUCT processes, knowledge of ERCOT Protocols, PUCT substantive rules, and PURA.
Strong knowledge of the Texas electricity market.
Strong knowledge of electricity rate design concepts and best concepts, including the ERCOT settlement and credit process.
Experience conducting analyses and developing and implementing recommendations/action plans based on those analyses.
Consensus building and collaboration skills.
Demonstrated well-developed written and verbal communications skills for interaction within the section, across departmental lines to all levels of personnel, and vertically with management.
Safe driving record.
Preferred Qualifications

  • Working knowledge and/or experience in ERCOT financial/settlements/billing markets.
  • Working knowledge and/or experience in wholesale energy markets.
  • Master's Degree from an accredited university in a quantitative field
  • Relevant experience in an operational, energy marketing/trading, settlement, or regulatory analysis capacity
  • Working knowledge of the ERCOT market protocols and PUCT processes.
  • This role will be based in the Austin office for CPS Energy, with the ability to commute between Austin and San Antonio as needed.

Minimum Education
Bachelor's degree in Economics, Finance, Engineering, Business or related field from an accredited college or university.
Required Certifications
Working Environment
Work is performed indoors. Operating computer, manual dexterity, talking, hearing, repetitive motion. Use of personal computing equipment, telephone, multi-functioning printer and calculator.
Ability to travel to and from meetings in San Antonio and Austin, training sessions or other business related events.
Physical Demands
Perform primarily sedentary work with limited physical exertion and occasional lifting of up to 10 lbs. Operation of a motor vehicle in order to attend business related events.
