This role oversees the development, implementation, and coordination of policies and programs related to career and technical education, customized training, contract education, industry institutes, advisory groups, and accelerator programs. The Vice Chancellor secures, administers, and manages competitive grant-funded projects to enhance college-based programming aligned with strategic priorities. Additionally, this role ensures fiscal oversight of workforce grants and leads initiatives in corporate and executive training, economic development activities, and the Arizona Small Business Development Center (SBDC). Minimum Qualifications Training and Experience Both Non-Academic and Academic minimum qualifications options are posted for job postings. Minimum Qualifications for Student Affairs or non-academic pathway: Master's Degree from a regionally accredited institution in education or field related to area of assignment and four (4) years of progressively responsible management and/or leadership experience in field of assignment that includes two (2) years of supervisory experience. Examples of student affairs academic support management/leadership experience includes: program management, project management, budget development and management related to programs or projects, staff supervision, policy development, administration, evaluation and compliance. Equivalency allowed for Non-Academic area. OR Minimum Qualifications for Academic pathway: Master's Degree in a teaching field related to the area(s) of assignment and four (4) years of experience in an academic leadership and/or supervisory role in higher education, and three (3) years of teaching that includes curriculum/coursework development. Examples of academic leadership/supervisory experience includes: division/department chair, project management, policy development, administration, evaluation and compliance, committee leadership, program director, and shared governance. No equivalency. Desired Qualifications A. Experience gathering, interpreting, and presenting Labor Market Information while establishing shared metrics, data governance policies, and decision-making consensus on data application/use. Includes experience speaking to large groups and governing bodies for the purpose of informing System-level change. B. Experience establishing partnerships and cooperative working relationships with various public/government, higher education, and private sector entities, to include securing supplemental funding sources to support workforce initiatives and education programs. C. Experience handling day-to-day administrative operations of a large department or division, including oversight of budget preparation and financial management, and staff hires/terminations. D. Experience with change management, to include managing multiple teams through change resistance and acceptance cycle; includes implementation of communication plans and follow-through on execution of new processes, policies, and procedures. E. Experience successfully prioritizing and completing projects amid competing funding requests according to established strategic plan objectives, goals, and targets, to include active performance management. F. Understanding of federal, state and local workforce development programs, laws, and policies and experience working with public and elected officials as a workforce development expert and contributor toward broader local, regional, and state strategies. G. Experience working in higher education. Special Working Conditions Licenses, Registrations, or Certifications: None. Preferred: None.
