Job Description:

Dynamo Technologies LLC isseeking a candidate experienced in Cost Analysis to support the Program Manager for Positioning, Navigation, and Timing (PM PNT) as a Cost Analyst. You will be responsible for developing and maintaining lifecycle cost estimates, preparing Cost Analysis Requirements Descriptions (CARDs), and supporting acquisition milestone decisions. This role requires proficiency in ACEIT, strong analytical skills, and the ability to deliver both classified and unclassified cost analysis in accordance with DoD and Army cost guidance.

Duties/ Responsibilities



  • Develop, manage, and apply robust cost estimating methodologies and data collection techniques to support the full lifecycle of defense acquisition programs in accordance with DoD 5000 series guidance and the Army Cost Analysis Manual.
  • Analyze mission requirements, technical documentation, and systems definitions to establish cost parameters and factors, construct quantitative cost models, and conduct affordability assessments for complex defense weapon systems.
  • Utilize the Automated Cost Estimating Integrated Tool (ACEIT) to build and maintain Program Office Estimates (POEs), conduct "what-if" excursions and Unfunded Requirements (UFR) drills, and produce financial breakdowns aligned to budget exhibit formats (e.g., P&R Forms, APBB, POM/SPAR).
  • Develop and maintain cost models and Cost Analysis Requirements Descriptions (CARDs) or CARD-like documents in support of Acquisition Category (ACAT) I programs and milestone decisions.
  • Prepare Independent Government Cost Estimates (IGCEs) and perform POE validation in coordination with the Deputy Assistant Secretary of the Army for Cost and Economics (DASA-CE).
  • Support Will Cost / Should Cost initiatives and Better Buying Power 3.0 efficiency strategies to identify savings and improve program cost effectiveness.
  • Perform Business Case Analyses (BCAs) to determine best-value solutions for product support strategies and investment decisions.
  • Conduct detailed documentation of analytical methods, assumptions files, and change logs to ensure transparency, traceability, and audit readiness.
  • Deliver oral and written briefings to senior leaders, program analysts, acquisition personnel, and engineering teams; translate complex analytical findings into concise, actionable recommendations.
  • Participate in Integrated Product Teams (IPTs), milestone planning meetings, and working groups, providing cost expertise and risk-informed recommendations.
  • Provide analytical cost inputs for both classified and unclassified programs, including Secret-level engagements and reports as required.
  • Conduct Integrated Baseline Reviews (IBRs) to evaluate contractor Performance Measurement Baselines (PMBs) and analyze monthly Contractor Performance Reports (CPRs) and Earned Value Management (EVM) data to monitor execution and identify cost performance trends.


Required Skills/Abilities



  • Proficiency in Microsoft Office Suite, especially Excel, for cost modeling and data analysis.
  • Working knowledge of the Army Cost Analysis Manual and Army CARD Guidance for generating compliant cost reports.
  • Experience developing and reviewing cost estimates in accordance with DoD 5000 series guidance.
  • Proficiency using Automated Cost Estimating Integrated Tool (ACEIT) to build and deliver lifecycle cost models.
  • Ability to conduct cost studies to support acquisition planning, milestone decisions, and program re-baselining.
  • Experience preparing and maintaining Cost Analysis Requirements Descriptions (CARDs) for ACAT I programs.
  • Understanding of lifecycle cost estimating, including support for classified and unclassified cost analysis.
  • U.S Citizenship required


Nice to Have Skills



  • Experience with Earned Value Management (EVM) and cost-performance reporting.
  • Familiarity with OMB Circular A-94 and CAPEs cost estimating policies.
  • Proficiency in additional tools like CO$TAT, SEER, or PRICE for cost modeling.
  • Prior support to ACAT I/II programs in the Army or other DoD components.
  • Experience drafting or reviewing Independent Cost Estimates (ICEs) and Life Cycle Cost Estimates (LCCEs).


Education and Experience:



  • Bachelor's degree required
  • Master's degree preferred

  • 10% travel
