Under the supervision of the Minor Submission Review (MSR) Supervisor, this position reviews permit applications and site-related plans to ensure compliance with county codes and ordinances. This includes evaluating submissions such as infill lot grading plans, rough grading plans, minor site plans, walk-through waivers, and Resource Protection Area (RPA) waivers.
Supports the acceptance, review, and issuance of site-related plans and permits by identifying applicable codes, confirming completeness, calculating applicable fees, and coordinating with review agencies. Strong customer service and communication skills are essential, as this role serves as a key liaison between applicants, county staff, and reviewers.
Key Responsibilities
- Reviews site-related plans and documentation for compliance with the Chesapeake Bay Preservation Ordinance, Erosion and Stormwater Management Ordinance, Zoning Ordinance, and other applicable design criteria.
- Determines plan acceptance and completeness based on the scope of work and minimum code requirements.
- Calculates and collects conservation deposits, pro-rata shares, and related fees.
- Verifies data and ensures coverage under the Virginia Erosion and Stormwater Management Program (VESMP).
- Coordinates plan routing and review processes between applicants and internal review agencies.
- Provides technical guidance to customers via phone, in-person, and virtual platforms.
- Supports timely processing of plan submissions and helps resolve completeness issues efficiently.
- Ensures submitted plans meet stormwater management requirements, including applicable BMP standards.
- May perform site visits and attend meetings or training sessions as required.

MINIMUM QUALIFICATIONS: Any combination of education, experience, and training equivalent to high school graduation or a GED issued by a state department of education; plus, four years of engineering technical support work.
CERTIFICATES AND LICENSES REQUIRED: DEQ - DUAL Program Administrator certification - completion of first required training class within 12 months of hire and certification required within 12 months of date of completion of first required class.
UNDERFILL REQUIREMENTS: This vacancy may be underfilled at the level of Engineering Technician II (Grade S19, $53,265 - $88,775). The employment standards for the Engineering Technician II are: Any combination of education, experience, and training equivalent to high school graduation or a G.E.D. issued by a state department of education; plus, three years of engineering technical support work. Upon completion of an underfill agreement (which will require that the employee meet the employment standards stated above in addition to obtaining competencies defined by the hiring agency) the employee will be elevated to the level of Engineering Technician III. Underfill candidates must be able to meet the minimum qualifications of the Engineering Technician III within two years of the job announcement's closing date.
NECESSARY SPECIAL REQUIREMENTS: The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
- Working knowledge of County land development process.
- Experience in reading, interpreting, and appropriately applying land development codes and regulations.
- Strong written and verbal communication skills.
- Previous experience, or ability, in reading and reviewing site-related plans desired.
- Experience working on a paraprofessional staff in a fast-paced, customer service-oriented environment.
- Engineering technical support work experience.
- Working knowledge of the Planning and Land Use System (PLUS).
PHYSICAL REQUIREMENTS:
Ability to operate keyboard driven equipment. Position is generally sedentary. All duties performed with or without reasonable accommodations.
