OREGON YOUTH AUTHORITY Human Resource Analyst 3 - Senior HR Analyst (Limited Duration and Job Rotation) Salem, Oregon - CENTRAL OFFICE/HUMAN RESOURCE DEPARTMENT EQUITABLE BUILDING

Are you a seasoned HR professional with a passion for supporting employees, fostering equity, and navigating complex personnel matters? We are excited to announce a rotational and limited duration opportunity for a Senior Human Resource Analyst to join our team. In this role, you will serve as a trusted advisor to managers, employees, and union partners across a wide range of human resources functions-from classification and recruitment to labor and employee relations. We're looking for someone who brings deep knowledge of collective bargaining agreements, values diversity and inclusion, and thrives in a dynamic, 24/7 environment.   • Limited Duration: This is a limited duration appointment that is expected to end one (1) year from appointment. Limited duration appointments are benefits eligible and have a designated maximum length of service. This position has the potential to become permanent.

Job Rotation (State of Oregon employees in a permanent position only)

  • This opportunity is scheduled to last for one (1) year but could change based on business needs.
  • Rotational candidates do not have to meet the position's minimum qualifications to be considered.
  • You must have your manager's approval before expressing interest in this opportunity.That written approval must be attached to your application.(If it is not attached, we cannot forward your application to the hiring manager.)
  • You must be a current permanent State of Oregon employee in good standing (temporary employees are not eligible) to apply.
  • The sponsoring work unit will provide funding for this assignment.
  • The successful candidate will remain eligible for cost-of-living increases and regular salary adjustments, as applicable, and will remain in their permanent classification and salary range.
  • The successful candidate may be eligible for work out of class compensation within this classification's salary range. (Remove if developmental only)
  • Relocation and per diem will not be paid.
  • Upon completion of this assignment, employee will return to their permanent position.
  • The assignment can be terminated at any time, by either party, without prejudice.

MINIMUM QUALIFICATIONS

  • A bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations or a job-related course of study determined by the appointing authority; and three years of Human Resource professional-level experience related to the position; OR
  • Valid certification as a Professional in Human Resource awarded by the Human Resource Certification Institute and four years Human Resource professional-level experience related to the position; OR
  • Six years Human Resource experience related to the position. Four of the six years must have been at the professional level.

A master's degree in any of the above listed courses of study may substitute for one year of professional-level experience.

The State Certified Human Resources Professional (SCHRP) certification, awarded by the Oregon Chief Human Resources Office, substitutes for six months of human resource professional-level experience.

Valid certification as a SHRM Certified Professional awarded by a nationally recognized organization substitutes for one year of human resource professional-level experience.

Valid certification as a PSHRA-CP from the Public Sector HR Association substitutes for one year of professional-level human resources experience.

Required Skills:

  • Knowledge of Workday and related DAS computerized systems; applicable rules, and DAS/HRSD, OYA policies and procedures.
  • Skill to prioritize and organize workload.
  • Knowledge and skill in computer software for spreadsheets, database tracking systems, etc.
  • Proficient typing.

  • Knowledge of Collective Bargaining Agreements and working in a union environment;
  • Values DEI efforts and working with diverse populations;
  • Experience conducting investigations and interviews regarding workforce issues and concerns;
  • Understanding the challenges of supporting a 24/7 work environment;
  • Experience supporting teams working through a change management process;
  • Experience preparing written reports, letters and other responses to support employer actions
