A Brief Overview
This strategic role will oversee the Treasury, Tax, and Cash Disbursements functions, including accounts payable (AP) and payroll, ensuring sound financial management, compliance, and operational efficiency. This is a CHOP Enterprise level role that will engage with the Hospital, Research, Practice Plans, Foundation, and Corporate Services.

The Senior Director will play a critical role in managing the Enterprise's liquidity, tax compliance, and disbursement processes. This position will collaborate closely with various departments, including within Finance and Operations, to ensure timely and accurate processing of payments, adherence to tax regulations, and the effective management of cash resources. This leader will need to ensure the financial sustainability of CHOP through effective cash management, risk mitigation, regulatory compliance, and process optimization.

What you will do

  • Treasury Management:
    * Oversee the hospital's cash management function, ensuring the effective monitoring of cash flow, cash positioning, and liquidity management.
    * Develop and implement cash management strategies, including short-term and long-term plans of finance. Maintain cash projections that aligns with the finance long term plan.
    * Manage banking relationships, negotiate terms, and optimize credit lines, commercial paper and bank services.
    * Ensure bond and debt compliance is maintained.
    * Develop and monitor treasury policies, procedures, and controls to ensure compliance with regulatory requirements and best practices.
    * Ensure the effective use and maintenance of treasury information systems, supporting accurate cash management, forecasting, and reporting
  • Tax Compliance & Strategy:
    * Oversee the hospital's tax strategy, ensuring compliance with federal, state, and local tax regulations for nonprofit organizations.
    * Lead the preparation, review, and filing of all required tax returns, including federal and state tax filings. Ensure compliance with 990 filings and other nonprofit-specific tax regulations.
    * Stay current with changes in tax laws, advising senior management on potential impacts to the hospital's operations.
    * Collaborate with external auditors and tax advisors to ensure accurate reporting and to address any tax-related issues.
    * Evaluate the tax impact of new business initiatives, partnerships, and service lines.
  • Cash Disbursements (Accounts Payable & Payroll):
    * Lead the accounts payable team to ensure timely, accurate, and efficient processing of supplier payments.
    * Oversee the payroll function to ensure employees are paid accurately and in compliance with applicable wage and tax laws.
    * Develop and implement strategies to streamline the accounts payable and payroll processes, leveraging automation where possible to drive efficiency and improve accuracy. Ensure disbursement processes and technology are continuously improved and in line with best practices.
    * Ensure proper internal controls for cash disbursements, including segregation of duties, approval workflows, and audit processes.
  • Leadership & Team Management:
    * Lead, mentor, and develop a high-performing team across Treasury, Tax, and Cash Disbursements functions.
    * Foster a collaborative work environment that encourages continuous improvement, accountability, and operational excellence.
    * Manage departmental budgets, resources, and staffing to meet the needs of the hospital's financial operations.
    * Foster a culture of accountability, innovation, and continuous improvement.
  • Strategic Financial Leadership:
    * Provide strategic financial insights and recommendations to the CFO and finance leadership team on liquidity management, tax strategies, and disbursement processes. Ensure the financial infrastructure aligns with industry standards by monitoring trends and innovations.
    * Collaborate with cross-functional teams to support the hospital's financial goals, ensuring alignment with the hospital's mission and strategic plan.
    * Participate in hospital-wide initiatives, such as budgeting, forecasting, and long-term financial planning.

Education Qualifications

  • Bachelor's Degree Accounting, Finance or related field preferred. Required
  • Master's Degree Accounting, Finance or related field preferred. Preferred

Experience Qualifications

  • At least ten (10) years related Treasury work experience. Required

Skills and Abilities

  • Deep understanding of treasury management, tax regulations, and nonprofit financial operations. (Preferred proficiency)
  • Strong leadership abilities with experience managing and developing teams.
  • Analytical and problem-solving skills
  • Strong oral and written communication skills.

Licenses and Certifications

  • Certified Public Accountant (CPA) - State Issued - upon hire - Preferred and
  • Certified Treasury Professional - Association for Financial Professionals - upon hire - Preferred
