Current Assignment The District is creating a training program providing Transit Vehicle Mechanics (TVM) the opportunity to transfer to the position of Composite Vehicle Maintainer (CVM). The training program (Transition Program) includes an education component as well as practical familiarization. Nothing as described herein is intended to supersede the provisions of the Collective Bargaining Agreement between SEIU and the District. Rolling Stock & Shops (RS&S) and SEIU have agreed that the Transition Program will be developed as follows: Eligibility Interested employees in the TVM classification who meet the following eligibility criteria will be allowed to participate in the selection process. To be eligible, the employee must:
- Be currently employed full time in the classification of TVM at the time of the posting for the Transition Program.
- Must have completed initial hiring probation.
- Be in a paid and active status as of the date they apply for the Transition Program.
Joint Administrative Committee For each classification included in the Transition Program, two District representatives and two union representatives shall be designated to serve as the Joint Administrative Committee (hereinafter referred to as "Committee"). The Committee participates in the Selection Process, determines if the employee has met the conditions of the Transition Program for appointment to a CVM, and hears any appeals due to disqualification from the Program. The Committee may also be convened on an as needed basis to discuss issues that might arise related to the qualification and selection for the Transition Program. Selection Process The candidate will be offered an opportunity to participate in the education process of the Transitional Program. After completing the education requirements specified by Rolling Stock and Shops, the candidates will progress through familiarization. Rolling Stock & Shop and SEIU will mutually agree on the number of participants, which will be codified in an appendix specific to that classification. Rolling Stock & Shops may mutually agree to offer additional positions. The following will be in the selection process for the Upgrade Program:
- The Transition Program will be posted for a minimum of fourteen (14) days.
- Interested employees must submit a special bid form to Talent Acquisitions by the closing date. The District reserves the right to change the bid form in the future.
- The Committee will meet to determine the eligibility of the employees who have submitted special bid forms for the Transition Program. A Talent Acquisition representative will review the Committee's determination and may recommend reconsideration by the Committee to ensure that the maximum number of candidates is considered.
- Candidates will be selected in seniority order. Up to twelve (12) candidates will be selected for the program.
- TVM to CVM transition training consists of 12 weeks of training.
- 2 weeks EDS Classroom training and 10 weeks familiarization at Antioch shop.
Training Candidates selected for this Transition Program will be required to complete 12 weeks of training and pass both the RS&S EDS classroom training and the Familiarization Training at the Antioch shop before transitioning to the CVM classification.
- Training and familiarization details are listed in the appendix.
- Training with RS&S staff will consist of 2 weeks. Employees must complete all classroom training with EDS staff before beginning familiarization.
- During the classroom training, if an employee misses more than 2 days of classroom training, they will be disqualified.
- At the end of the course an accumulative final examination will be given. The minimum passing score to move to familiarization is seventy percent (70%). An employee who scores less than seventy percent (70%) will be disqualified.
- Successful completion of the initial training with EDS staff shall be determined by the Manager of Maintenance Training and validated by the Committee.
Familiarization
- Employees selected for the program must also successfully complete 10 weeks of on-the-job training (familiarization). Successful completion of familiarization will be determined by the Superintendent or their designee and validated by the Committee. Once familiarization starts, it shall be performed on a full-time basis. An employee can miss up to six (6) days, excluding Holidays, during the 10-week period. For every 3 days missed, the employee will be required to complete an additional week of training. The maximum allowed familiarization cannot exceed 12 weeks. If an employee does not complete the required 10 weeks of training by the end of week twelve (12) they will be disqualified from the program and need to re-apply.
- Familiarization module assessment
- Assessment of candidates is based on their Performance while in familiarization training.
- Candidates must Complete and pass all 10 weeks of familiarization training.
- Transition
- The number of employees who can convert to CVM is limited by the number of vacant positions.
- Employees who complete the program will convert to CVM after completing both training with RS&S staff and completing familiarization Upon satisfactory completion, TVMs will convert to CVM. Additional employees will remain as alternates for six months or until new positions become available, whichever comes first.
Other Eligibility Requirements
- Must possess and maintain a valid California driver's license and have a satisfactory driving record.
- Must be able to pass a pre-employment and bi-annual physical examination meeting the Class B licensing requirements established by the Department of Motor Vehicles (DMV).
- Must be able to obtain a Class Two (2) DMU engineer certification within the initial probationary period. *CVM's must maintain the DMU engineer certification.
- Must possess a current Forklift Operator Certification or obtain one within the probationary period.
- Must be willing to work off-hours shifts, holidays and weekends.
- Must meet vision and color recognition requirements for signal identification and repair.
- Demonstrate clear, effective oral, written, and verbal communication skills to communicate through radio systems and write in daily logs.
- Any disciplinary action that leads to suspension will disqualify a candidate from continuing in the Transition Program.
- Employees who are disqualified for failure to complete the required coursework or failure to meet the familiarization requirements will be permitted to reapply twenty-four (24) months to the Transition Program following the disqualification. By mutual agreement between the District and SEIU, this waiting period may be shortened.
- After a second disqualification from the Transition Program, the employee will only be considered for the Transition Program if there are no eligible candidates.
- While in the Program, the employee will be classified as a TVM. Once appointed as a CVM, if the employee does not pass the promotional probationary period, then the employee will revert to the previously held TVM classification and seniority.
Compensation & Classification Employees will be paid at their same rate of pay while in the program. Upon the successful completion of both the education and familiarization hours, the employee will be made a CVM commencing the next pay period after submission of all documentation of completion. Employees will serve a probationary period of 90 days from the date of appointment as a CVM. The employee's CVM seniority will be assigned based on the first day of training. Upon, completion, this agreement is effective for one year. This agreement is entered into on a non-precedent setting basis and cannot be cited or relied upon for the resolution of any other matter. Difference between low voltage and high voltage circuit h. Difference between a 2 phase and 3 phase circuit On the Job Training

Performs regular daily and preventive maintenance inspections, servicing, troubleshooting and repairs to DMU vehicles, including all subsystems and components as required by the manufacture's specifications, and California Public Utilities Commission (CPUC) regulations. -
Inspects, troubleshoots, adjusts and repairs DMU subsystems, including: diesel engines, electric generators and traction motors, suspension and truck assemblies, couplers and train line, electro- pneumatic brake systems, air compressors, valves, locomotive cab control systems, heating, ventilation and air conditioning, electric door operators, lighting, communications, radio, cab signal, positive train control; performs fueling, sanding, and washing. -
Responsible for and maintains the shop facilities and equipment by maintaining a safe, and clean shop and equipment. -
Operates revenue DMU vehicles within designated limits, in compliance with operating rules and regulations, to position them as needed to perform maintenance and tests, prepare vehicles/trains for revenue service, and shift them to and from the storage yard. -
Follows Standard Operating Procedures, all applicable CPUC regulations, as well as District policies and procedures, safety rules and regulations. -
Documents and records work performed, and parts and materials used. -
Trains and instructs other Composite Rail Vehicle Maintainers in inspection, troubleshooting, repair procedures, maintenance techniques and safety precautions as assigned. -
Provide on-call duties for revenue rail vehicle maintenance, emergency response incidents and all other duties as assigned. -
Must develop and maintain positive working relationships with co-workers, supervisors, contractors, and customers, and effectively handle conflict situations. -
May be assigned to perform inspection, maintenance and repair duties for all shop equipment, forklifts, cranes, jacks, transfer table, mechanical/electrical shop tools, shop vehicles, as necessary and as qualified. -
May be assigned to perform scheduled and non-scheduled rail vehicle interior cleaning, exterior hand washing and heavy detail cleaning for DMU vehicles, as necessary. -
May be assigned to perform general shop janitorial and organization including, emptying trash, sweeping, mopping, and vacuuming floors, cleaning pits and other work areas such as offices and grounds, as necessary, and not to include restrooms. -
