Job Announcement

Joins a dynamic, team-based environment supporting the values and human service mission of the Department of Family Services. Coordinates and professionally develops a team of 7 staff, ensuring accounting compliance, reconciliations, and timeliness of processing for non-PO payments. Applies knowledge of Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), and state and local policies and procedures. Provides guidance and support to management, program staff, unit staff on AP and AR matters. Prepares and reconciles the monthly LASER submission for the drawdown of significant State revenue associated with mandated Virginia Department of Social Services programs. Oversees and reconciles Children Services Act (CSA) and other recoveries. Together with the AP/AR Manager, monitors other agency reconciliation activities. Responds to audit requests from the County contracted auditor, federal/state auditors, and Internal Audit, by providing all relevant documentation for LASER claims, and accounts payable transactions. Successfully resolves problems in a team-based environment and balances multiple priorities and tasks to meet established deadlines. Duties are performed with limited supervision. Works closely with the DFS Budget Team, the DFS Harmony Payments Manager, and the County Department of Finance.

Prepares and/or analyzes financial data and makes recommendations;
Plans, organizes and participates in the reconciliation of funds;
Prepares long range revenue and expenditure estimates necessary to forecast economic feasibility of various projects;
Reviews and verifies postings to appropriate ledgers and subsidiary accounts;
Applies budget, procurement, and payment procedures in accordance with established county policies, accounting principles (GAAP and GASB), and local and state policies and procedures;
Prepares or assist development of the agency budget and monitors budget status.


Required Knowledge Skills and Abilities

Ability to prepare, interpret and analyze financial reports and statements;

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with either a bachelor's degree in accounting, business administration, public administration, public policy or related field; plus, two years of professional-level experience in finance, business administration, budgeting, or contract management, a master's degree in a related field or CPA may substitute for 1 year of experience.

CERTIFICATES AND LICENSES REQUIRED:
None.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background, a credit check, and a Child Protective Services check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

  • Requires strong analytical, computer, oral and written communication skills, as well as significant expertise in the area of governmental budgeting, accounting, financial management, program support, and policy analysis.
  • Ability to develop and apply accounts payment, receivables procedures financial reconciliation in accordance with established County and State regulations and policies.
  • Degree and/or experience in economics, public administration, public finance, or accounting.
  • Ability to effectively communicate financial policies and procedures verbally and in writing.
  • Experience of effectively supervising and coordinating the activities of staff.
  • Experience in financial audits and grants reporting.
  • Considerable experience using Microsoft Office Suite computer software, particularly Excel; and governmental accounting and financial systems.

PHYSICAL REQUIREMENTS:
Ability to be stationary for long periods of time, as position is sedentary in nature.
Ability to carry at least 10 lbs.
Ability to use a computer and other keyboard driven equipment.
Ability to use general office equipment (phone, calculator/10 key, copier, scanner).
