As the Airport Financial Management Manager (IAD), you will ensure operations of the Financial Management Division are conducted in accordance with Airports Authority policies and procedures, and that the assignments of staff are carried out efficiently.

Airport Financial Management Manager (IAD)

Serves in the Airport Administration Department at Washington Dulles International Airport (IAD).

In conjunction with Department subordinates, plans, manages, and prepares various financial and economic analyses and recommendations related to the financial performance and revenues derived from IAD tenants and concession contracts and leases. Provides managerial oversight of the IAD Operations and Maintenance and Dulles Toll Road (DTR) Budget activities and serves as liaison and support to the Office of Audit for audits of concession and lease contracts at IAD. Serves as airport lead on integration of new complex data systems including adapting airport-wide processes. Responsible for developing and maintaining a variety of Airport financial and performance data sets. Performs related functions.

GENERAL RESPONSIBILITIES

Serves as technical advisor for all financial management aspects of the Airport.

Continuously monitors, through subordinates, the progress and accomplishments of key airport programs for budget impact.

Provides analyses of the financial performance and revenues derived from lease and concession contracts at IAD.

Collaborates with the Revenue Group to ensure that the Airport's Parking concession management contract financials are in alignment.

Manages and administers the financial aspects of the Automatic Vehicle Identification System for the tracking of concessionaire vehicles.

Manages the preparation, development, execution, and administration of the Airport budget, including O&M expenses, COMIP Projects, CCP Projects, and oversees the DTR budget The combined value of these budgets totals nearly half a billion dollars.

Directly and through subordinate staff, plans, manages, and implements data collection for airport dashboards.

Manages the Airport Employee Parking Program, including sales and compliance with policies and regulations.

Collaborates with staff to formulate annual IAD budget requirements, ensuring accuracy and sound financial planning. Coordinates budget needs with various airport divisions and effectively communicates those requirements to both management and the finance team to support executive and board-level budget approval.

Oversees the Lost and Found program, including compliance with cash transactions, retrieval and storage of lost items, and adherence to regulations and policies.

Maintains, operates, and otherwise manages the IAD segment of the Revenue Management System, the online system that is the basis for financial and contractual management at IAD.

Prepares facility development financial feasibility analysis for lease negotiations for aircraft hangars, office buildings, cargo facilities, and other airport space.

Prepares economic analyses of the impacts of changes in space under the Capital Construction Program (CCP).

Supervises the revenue-related activities, asset controls, and operations of the Terminal Agent Office (TAO).

Oversees financial reporting and compliance of airside and landside contracts.

Analyzes enplanement data, passenger trends, employee parking analysis, and work order data for various trends.

Researches and proposes new financial systems replacements, ensuring alignment with financial management processes.

Conducts training sessions on financial systems and monitors system performance for improvement opportunities.

Coordinates with departments to ensure the seamless integration of new complex data systems (e.g., Workday, Maximo, and CLMS) and conducts training sessions and monitors system performance for improvement opportunities.

Analyzes procurement needs in CLMS, forecasts demand,s and reports latest updates to senior management.

Advises senior managers on all aspects of financial and budgetary activities.

Leads staff in developing economic assumptions and identifying changes or trends impacting expenses and revenue. Coordinates with IT to address shareholder concerns and resolve system issues.

Provides training sessions for Airport staff on how to proficiently utilize the Airport Authority's financial systems.

Reviews reports on internal audits or other evaluations and investigations. Recommends appropriate actions to be taken pursuant to findings. Manages follow-up actions.

May serve as Department Manager in the event of their absence.

Performs other duties as assigned.

QUALIFICATIONS

Six years of progressively responsible experience in financial management and a bachelor's degree in accounting, Finance, or Business Administration, or related fields. An equivalent combination of education and experience may be considered.

Expert-level data analytics skills across multiple airport systems and the Microsoft Suite.

Knowledge of supervisory principles and ability to manage the operations and programs of the unit/team.

Knowledge of and skill in budget planning, formulation, and execution.

Knowledge of and ability to apply contract management principles.

Knowledge of and skill in the use of financial, budgetary, and business principles/practices.

Knowledge of and ability to implement budget processes and administer budget and financial plans.

Ability to perform detailed analyses of data and information and make recommendations.

Ability to speak and write effectively.

Skill in using computers and office suite software, with emphasis on database and spreadsheet software.

PREFERRED QUALIFICATIONS

Experience performing analysis and oversight ofthe financial performance of revenue contracts.

CERTIFICATIONS AND LICENSES REQUIRED

A state driver's license in good standing.

NECESSARY SPECIAL FACTORS

Work is typically reviewed in progress and upon completion for quantity, quality, timeliness, teamwork, customer service, and other factors.
