POSITION CONCEPT

The Supervisor Restoration Lead is responsible for providing strong leadership to ensure safe, efficient, and cost-effective methods are in place for Troubleshooters (first responders) efforts of Tampa Electric's transmission and distribution system. Responsible for driving change and providing continuity of supervision across the different areas within the Electric Delivery. Responsibility for operations team member, assigned budgets, contractors, equipment, and the materials needed to accomplish this.

PRIMARY DUTIES AND RESPONSIBILITIES



  1. Serve as the system restoration leader for all operational issues. Responsible for driving change, execute the system restoration business plan and regularly communicate pertinent information and issues (i.e. labor, procedural, etc.) to the department's operational team members participate in the Line Supervisor meetings. Evaluate new technologies, fleet needs and tools. Ensure compliance with construction standards on trouble tickets, coordinate work with the appropriate team and resolve issues. 20%
  2. Demonstrate strong safety leadership. Provide team member safety training and development in all aspects of troubleshooting, line construction and maintenance. Enforce approved safe work practices & policies. Investigate and complete appropriate forms to accurately document personal injuries or vehicle accidents. Implement new and continue with existing Electric Delivery safety initiatives. 10%
  3. Develop, document and recognize team member performance using Human Resources processes, including Performance Reviews (PRs) and Individual Development Plans (IDPs). Use appropriate coaching and formal corrective action (Positive Discipline) to modify off-target behavior. Monitor team member development and performance in the field by making periodic crew visits; coach line team members in field techniques and best practices. Use appropriate recognition for both team and individual performance. 10%
  4. Supervise, train, develop and motivate the troubleshooters. Assign, prioritize, and manage completion of scheduled and emergency work on a daily and weekly basis. Ensure work is completed accurately and in a timely manner in accordance with department standards, company policies and IBEW contract provisions. 10%
  5. Be responsive to overtime requirements, including availability for rotating on-call duty while continuing to monitor and reduce nonvalue-added overtime; approve and schedule crew hold-overs; schedule flex crews and/or emergency and planned overtime. 10%
  6. Interpret and administer the IBEW collective bargaining agreement on a daily basis. Assist in handling grievances. Proactively anticipate and prevent labor problems. 10%
  7. Serve as mentor to the all-distribution line department team members, distribution control center supervisors, and distribution system operators regarding daily work, team member issues, IBEW contract application, sick-call, callouts, etc. 10%
  8. Effectively deal with and resolve customer complaints, problems, and other issues such as risk management claims, 24/7 work schedules, material stock and tools, pre-arranged outages, safety incidents reporting, security issues, etc. 10%
  9. Serve as incident base leader for storm restoration, participate in mutual assistance storm trips as needed, back-up the Department Manager in his/her absence and miscellaneous duties as assigned. 10%

Direct Supervision: Restoration Supervisors, IBEW-covered team members.

Indirect Supervision: Contractors

RELATIONSHIPS

Key Internal: Must interact with employees from different departments including

Distribution Control Center, System Restoration, Construction Services, Fleet, Stores, Distribution and Transmission Operations and Engineering, Substation Operations and Engineering, Grid Operations, Line Clearance, Standards, Planning & Scheduling, Risk Management, Labor Relations, and others.

Key External: Customers, governmental agencies, vendors, contractors and others

QUALIFICATIONS

Education

Required: High School Diploma or equivalent.

Licenses/Certifications

Required: Valid Florida Driver's License.

Experience

Required: Must meet the qualifications to be a supervisor, in addition to one of the following: 2 years direct work as a Supvr Restoration OR 3 years direct work as a Line Supervisor OR a combination of 3 years direct work as Line Supervisor and Distribution System Operator Supervisor.

Preferred: 5 years Line Supervisor experience or additional years of experience beyond the required years of experience.

  • Must be proficient in TEC's current software system and basic business software.

WORKING CONDITIONS

Minimum of 40 hours per week with frequent overtime, rotating on-call responsibilities and callouts. Must be able to work in a fast-paced, high stress environment.

PHYSICAL DEMANDS/ REQUIREMENTS

Working emergency callouts in all types of weather conditions and work a flex schedule approximately 10% of the time, may be required to travel inside and outside of the assigned service areas. Must be able and willing to report to any Electric Delivery Operations Center on a periodic basis.
