Job Summary
The Liner Operations Manager has direct responsibility for monitoring and managing vendor stevedoring operations at assigned shipping terminals, overseeing development and execution of daily operational plans, maintaining a safe and healthy work environment, ensuring compliance with applicable regulations, achievement of financial goals, facilitating communication between business units and customers, and reconciling bookings and equipment.

Primary Objectives
  • Actively monitor vendor stevedore activities and evaluate key performance metrics to drive continuous improvement, manage budgets, maximize revenue, increase efficiency, mitigate safety risks, and control expenses.
  • Maximize vessel intake and revenue based on projections and adjustments from operational network data.
  • Troubleshoot, communicate, and coordinate activities that facilitate reconciliation of cargo deficiencies.
  • Direct and coordinate vendor operations teams to ensure effective direction and utilization of labor.
Duties and Responsibilities
  • Direct, administer, and coordinate vendor stevedore activities ensuring fulfillment of contractual agreements and high levels of customer service.
  • Ensure proper instructions regarding load out, discharge, and equipment are given to Stevedore.
  • Coordinate and facilitate cooperation and communications between port, vessel, and vendor operations teams to ensure services provided are appropriate for customer needs and provide optimum service at minimum cost.
  • Develop and submit operational schedules, production and safety reports, corrective action plans and other reporting as needed.
  • Manage cargo services functions by refining and executing operational strategies to meet the expectations defined by customers.
  • Review manning plans for compliance with contracts and ensure sufficient labor resources are available as required.
  • Develop and maintain internal and external relationships to maximize knowledge of customer base and their requirements. Provide feedback and instructions to maintain and exceed pre-determined service levels.
  • Provide work status and issue update reports to senior management.
  • Review operational procedures and systems and provide recommendations for enhancements and improvement.
  • Assist senior management in supporting informational exchange and data management as it relates to vessel and terminal statistics, vessel projections, vessel sailing reports, and cargo manifest reporting.
  • Assist with the terminal financial reporting and processing of invoices for assigned port activities.
  • Support sales and marketing goals by participating in sales activities and business development initiatives.
  • Assist with EDI Reconciliation as needed.
  • Other duties as assigned.
QUALIFICATIONS

Education
  • Bachelor's degree in Maritime Administration, Logistics, Supply Chain Management, or related field or equivalent combination of coursework and experience in directly-related field required
Licenses and Certifications
  • Valid state issued driver license and acceptable driving record required
  • Transportation Worker Identification Credential (TWIC) required
Work Experience
  • 5+ years' experience in a maritime terminal operations management or closely related position required
  • 2+ years' experience directly managing ILWU union represented employees
Required Knowledge, Skills and Abilities
  • Thorough understanding of Collective Bargaining Agreements, labor contracts, port practices, and U.S. Coast Guard and Department of Transportation regulations relating to terminal operations, hazardous cargo, and cargo transport.
  • Thorough knowledge of principles of vessel and terminal operations for break bulk and container vessels.
  • Strong leadership skills with the demonstrated ability to motivate others, resolve conflicts, influence decisions, and lead by example.
  • In depth knowledge of safety, facility maintenance, accident prevention, and related standards and regulations.
  • Understanding of the gear, equipment, and gang make-up required for multiple commodities.
  • Ability to make critical decisions in an ambiguous environment under stressful conditions.
  • Effective verbal and written communication skills.
  • Ability to work independently with minimal direction.
  • Ability to drive automatic and manual transmission vehicles safely.
  • Demonstrated proficiency with common computerized operating systems used in marine terminals.
  • Demonstrated intermediate level proficiency with Microsoft Office products including Word, Excel, and Outlook.

Working Environment
This role requires work that may involve the following environmental conditions:
  • Corporate office environment
  • Vessel and terminal environment - includes moving, shifting surfaces, and active production areas including moving vehicles, equipment, and machinery.
  • Outdoor/open environments which may involve high/low temperatures, humidity and inclement weather conditions.
  • Work schedule may include days, nights, weekends, and holidays.
Travel
20% Must be able to travel independently between local office and port facilities and other U.S. locations including Hawaii.

The salary range listed is based on the geographic zone associated with this role: Seal Beach, CA. Starting pay will be determined by job-related factors including experience, education, and business needs and may be modified at any time.

Zone 2: $105,000 - $130,000

This job is also eligible for participation in an Incentive Plan with a target payout based on eligible compensation and corporate/individual performance goal attainment.
Annual Incentive Opportunity: 10% of eligible compensation
