Job Summary

Transportation Services Department is seeking for Parking Manager to supervise parking operations and enforcement professionals, ensuring safety and compliance with applicable UC policies and procedures as well as state and federal regulations. Ensures staff use sound judgment when providing parking and traffic management services. May assume full responsibility for the unit in the absence of the manager.

The Parking Manager is a leadership role responsible for overseeing the planning, management, and daily operations of UCSF's parking infrastructure across multiple campus locations. This position ensures the delivery of high-quality, customer-focused services while aligning operations with institutional goals, compliance requirements, and long-term sustainability objectives.

  • Develops and executes short- and long-range parking strategies in alignment with UCSF's institutional goals, including access equity, sustainability, and campus growth.
  • Spearheads deployment of modernized parking systems and digital solutions, including payPar kiosks, mobile platforms, and access control integration.
  • Optimizes service delivery and data reporting through innovation.
  • Oversees all parking programs and infrastructure, including cashiered garages, valet operations, permit systems, and emerging technology (e.g., hybrid automation, license plate recognition). Ensures seamless and equitable services across multiple sites, including Parnassus, Mission Bay, Mount Zion, and satellite locations.
  • Ensures compliance with ADA, life safety, UC policies, audit standards, and environmental regulations.
  • Leads response and contingency planning for critical incidents, emergency operations, and infrastructure failures.

The final salary and offer components are subject to additional approvals based on UC policy.

Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement.

The salary range for this position is $78,900 - $167,300 (Annual Rate).

Department Description

UCSF Department of Transportation manages transit and parking services for the UCSF students, faculty, patients, visitors and employees. Transit operations include 13 fixed routes and on-demand services supporting nearly 2.5 million annual riders. Parking operations include over 25 parking garages and lots across the City, with over 7,500 spaces. Parking team also manages an extensive permit program, parking enforcement, citation adjudication and other parking related services. The Department promotes clean and sustainable transportation modes that include walking, bicycling, carpool/vanpool, car-sharing program, electric scooter sharing program, etc. The Department has over 190 positions with an annual operating budget of over $45 million.

Required Qualifications


  • Bachelor's degree in related area and / or equivalent experience / training.
  • Broad knowledge of parking policies and procedures or equivalent experience in transportation, parking / events, public administration, mobility transportation or a combination of these
  • Demonstrated skills in employee supervision and HR administration. Leadership skills to motivate and inspire staff.
  • Interpersonal skills to collaborate, coordinate and integrate with others throughout the organization. Maintains cooperative working relationships with professional and administrative staff, peers, multidisciplinary team members, management, and outside agencies.
  • Solid organizational and customer service skills to structure unit operations and lead staff in an efficient and effective manner.
  • Solid verbal and written communication skills to explain program policies and processes, actively listen, persuade, advise, and counsel.
  • Ability to effectively manage multiple priorities and execute plans to meet deadlines.

Preferred Qualifications


  • Strong subject matter knowledge of parking management to train and guide employees. Ability to apply principles to ensure operations meet UC policies and procedures as well as state and federal regulations
  • Demonstrated skills in developing, implementing and assessing programs.
