THE POSITION

The Allegheny County Department of Human Services (DHS), Bureau of Human Resources/Training and Payroll (BHRTP), is seeking a motivated Human Resource Analyst 3 to provide a wide variety of human resource and administrative functions surrounding collective bargaining agreements and grievance administration. If you have a comprehensive working knowledge of human resource principles and practices and employee relations guidelines, this may be the position for you!



DESCRIPTION OF WORK

This Human Resource Analyst 3 position functions as the Employee Relations Manager and is responsible for providing direct oversight of investigations involving discrimination, harassment, retaliation, internal complaints, performance management, progressive discipline, leaves of absences, and more. It is imperative to ensure that all investigative information is kept entirely confidential and that all staff within the unit understand the importance of adhering to this requirement. Within this role, you must exercise diligent time management and professional communication with all stakeholders. Excellent leadership skills are vital, as you will be supervising a staff of HR Analyst 2s, in addition to participating in the process of orientation and onboarding for all DHS new hires.

This professional is expected to maintain a current knowledge base of employee and labor relations trends, legal decisions, and statutory changes. You will conduct research necessary to support employee relations and advise managers and employees on sensitive labor and employee relations matters, including grievance, performance issues, and disciplinary actions. You will also advise and assist managers in identifying employee relations issues and determining possible courses of action. Appropriate negotiation strategies are employed to develop bargaining goals and negotiate contracts consistent with DHS's mission, values, and goals.

Work Schedule and Additional Information:

  • Full-time employment, 40 hours/week.
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 2 days per week, following 6 months of employment. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Pittsburgh.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year of experience in the performance of technical human resource duties at the full journeyman level involving specialized or supervisory work, including experience in the area of the parenthetical; and a bachelor's degree; or
  • Any equivalent combination of experience and training.
