Overview

Orange & Rockland is leading the clean energy transition in New York and New Jersey. We are investing millions of dollars annually to provide customers with the tools to better manage their energy use, scale the adoption of energy efficiency and clean heating technologies while targeting customers in disadvantaged communities, and minimizing infrastructure investment with clean energy solutions whenever possible. The Program Manager will work with stakeholders and departmental leadership to develop implementation strategies for the creation of expanded weatherization ("Wx") and electrification programs, a key component of the Company's future clean energy goals. The successful candidate will possess a strong background in building science, an understanding of technical considerations pertaining to building electrification, insulation/air sealing, and will serve as the point of contact on all regulatory matters involving Clean Heat and Wx. The Program Manager will ensure alignment of the implementation of key initiatives to support New York State Clean Heat Program (NYSCH), the creation of new Wx programs in response to New Efficiency NY directives within CES and gather input from internal/external key stakeholders including the Department of Public Service (DPS) Staff, NYSERDA, Joint Utilities, and market partners. The Program Manager will play a leading role in synthesizing regulatory policy and internal strategic priorities (market transformation, rapid decarbonization, technology readiness, customer equity) into actionable and innovative program offerings. The Program Manager should be effective in dealing with ambiguity and working with a variety of different stakeholders to implement a shared vision.

Responsibilities

Core Responsibilities
  • Oversee the prioritization and implementation of key NYSCH/Wx priorities (statewide offerings for building envelope and disadvantaged communities, heat pump technology development and readiness, weatherization, etc.) both internally within CES, and externally with key stakeholders and partners
  • Represent O&R externally for NYSCH/Wx initiatives and projects and on Joint Management Committee meetings, Participating Contractor & Industry Partner webinars, and various calls with DPS Staff, NYSERDA, Joint Utilities, and market partners
  • Drive internal collaboration within the CES organizational structure (EM&V, Portfolio Planning/Strategy, Business Development and Customer Engagement) to ensure the development and implementation of clean heating/cooling heat pump technologies and Wx initiatives
  • Quickly identify solutions (technical, strategic, regulatory, etc.) to overcome market barriers, and ensure buy-in and timely resolution from all parties affected
  • Continuously track, monitor, and improve both internal and external NYSCH technologies and Wx processes and procedures (statewide Program Manual, Implementation Plan, etc.) to enhance and streamline program implementation
  • Track and forecast the impacts of electrification and weatherization programs on the electric and gas system for short and long term forecasting and infrastructure needs
  • Design rebate levels to promote participation to meet regulatory goals and monitor budgets to ensure that program spending is within authorized expenditure levels.
  • Quantify the benefits and costs associated with electrification and weatherization technologies to develop benefit/cost tests to support program implementation and design.
  • Track program performance including cost to achieve and make recommendations supported by historic data and best practices to maximize program performance.
  • Perform other related tasks as required

Qualifications

Required Education/Experience
  • Bachelor's Degree in the fields of Architecture, Engineering, Mathematics, Business, Law, or other related technical disciplines and 3 years work experience, with at least two years experience in the energy efficiency / clean energy industry or
  • Master's Degree in the fields of Architecture, Engineering, Mathematics, Business, Law, or other related technical disciplines and 3 years work experience, with at least two years experience in the energy efficiency / clean energy industry
Relevant Work Experience
  • Experience in the energy efficiency or clean energy industry, required.
  • Project or program management experience, required.
  • Experience working in cross-functional teams as the lead with demonstrated success, required.
  • Strong interpersonal, networking and people management skills with the ability to drive results by collaborating with stakeholders to build consensus, required.
  • Demonstrated innovative, problem-solving skills and analytical skills, required.
  • Excellent public presentation skills and broad communication experience in speaking and business writing, required.
  • Ability to motivate individuals / teams and influence results through others directly and indirectly, with strong evidence of building trust with external stakeholders, required.
  • Strong business acumen with a solid grasp of key industry issues, required.
  • Familiarity with CLCPA and regulatory framework.
  • Experience with current EE and DR partners and stakeholders or experience working in a political/ regulated environment in a similar role, preferred.
Licenses and Certifications
  • Driver's License Required
  • Professional Engineer (PE) Preferred
Additional Physical Demands
  • The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
  • Must be able and willing to travel within O&R, RECO and CECONY service territory, as needed.
  • Must be available 24/7, and available to be on call and/or participate in off-hour emergency response activities as required
