Overview

Orange & Rockland is leading the clean energy transition in New York and New Jersey. We are investing millions of dollars annually to provide customers with the tools to better manage their energy use, scale the adoption of energy efficiency and clean heating technologies while targeting customers in disadvantaged communities, and minimizing infrastructure investment with clean energy solutions whenever possible. The Customer Energy Services department is seeking a creative and analytical strategic leader with strong experience in the clean energy transition. The Senior Specialist, Program Portfolio & Strategy supports the Company's demand-side management (DSM) initiatives to help ensure system reliability, including design, operations, administration, budgetary, marketing, performance and analysis, reporting, process improvement, customer and stakeholder engagement, and the team responsible for implementing these initiatives. The successful candidate will support the Section Manager, Portfolio Planning & Strategy, to further the Company's clean energy transition, support Climate Leadership & Community Protection Act (CLCPA) legislation, and implement programs that are designed to achieve the Company's clean energy goals and comply with all regulatory mandates. The Senior Specialist will support all financial functions within the Customer Energy Services department including contracting for external vendors, benefit-cost analysis of new and existing efficiency programs and measures, payback analysis, program performance reporting, regulatory reporting and regulatory filings. The Program Manager will also support the business ethics and compliance functions for the Customer Energy Services department to ensure that all business groups within CES are following applicable work procedures and manage the annual CEO certification process.

Responsibilities

Core Responsibilities
  • Support the Company's demand-side management (DSM) initiatives to help ensure system reliability, including design, operations, administration, budgetary, marketing, performance and analysis, reporting, process improvement, customer and stakeholder engagement, and the team responsible for implementing these initiatives.
  • Assist the team of experienced DSM professionals that will further the Companys clean energy transition, support Climate Leadership & Community Protection Act (CLCPA) legislation, and implement programs that are designed to achieve the Companys clean energy goals and comply with all regulatory mandates.
  • Support and measures, payback analysis, portfolio program design, program performance reporting, regulatory reporting and regulatory filings.
  • Assist in quantifying and assessing new earnings opportunities under a variety of portfolio performance scenarios, develop detailed fact base and analysis, and drive alignment across organizations and up to senior executive leadership.
  • Support the development of an actionable multi-year business case and business strategies in areas such as energy efficiency, electrification, and demand management
  • Interface with other O&R departments and conEdison EE&DRI departments to achieve other shareholder incentives and deliver on other Company goals as needed.
  • Provide analysis and support representing Companys interest to external stakeholders such as the New York State Department of Public Service Staff and others.
  • Develop routine reports using Oracle financial analysis tools including Business Intelligence, iProcurement, General Office Invoices, and Sundry payments.
  • Analyze existing and new EE, electrification, DR, and weatherization measure offerings to determine rebate eligibility and economically acceptable rebate levels that will drive participation while maximizing performance.
  • Support the short and long term financial, energy, and GHG emission impacts resulting from individual energy measure offerings to determine whether they support regulatory policy, CLCPA goals, shareholder incentives, and/or electric grid and pipeline support.
  • Determine if budget allocations should be made to increase performance, achieve regulatory goals, and maximize all available shareholder incentives and make recommendations for modifications based on quantifiable performance data.
  • Support business ethics and compliance and ensure the program portfolio staff follow all applicable work processes and procedures and manage the annual certification process.

Qualifications

Required Education/Experience
  • Bachelor's Degree in the fields of Architecture, Engineering, Mathematics, Business, Law, or other related technical disciplines and 3 years work experience, with experience in the energy efficiency / clean energy industry or
  • Master's Degree in the fields of Architecture, Engineering, Mathematics, Business, Law, or other related technical disciplines and 2 years work experience, with experience in the energy efficiency / clean energy industry
Relevant Work Experience
  • Experience in the energy efficiency or clean energy industry, required.
  • Experience working in cross-functional teams as the lead with demonstrated success, required.
  • Strong interpersonal, networking and people management skills with the ability to drive results by collaborating with stakeholders to build consensus, required.
  • Ability to demonstrate success in resolving conflicting stakeholder requirements on a major project or in a complex stakeholder environment, required.
  • Demonstrated innovative, problem-solving skills and analytical skills, required.
  • Ability to motivate individuals / teams and influence results through others directly and indirectly, with strong evidence of building trust with external stakeholders, required.
  • Familiarity with CLCPA, preferred.
  • Familiar with New York State's Reforming the Energy Vision, and O&Rs rate case in the areas of Distribution System Implementation Plans, NWAs, Earnings Adjustment Mechanisms, and other relevant energy efficiency and distributed energy resources, preferred.
  • Experience in regulated and/or market driven utility programs, preferred.
Licenses and Certifications
  • Driver's License Required
Additional Physical Demands
  • The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
  • Must be able and willing to travel within O&R, RECO and CECONY service territory, as needed.
  • Must be available 24/7, and available to be on call and/or participate in off-hour emergency response activities as required
