Orange & Rockland is leading the clean energy transition in New York and New Jersey. We are investing millions of dollars annually to provide customers with the tools to better manage their energy use, scale the adoption of energy efficiency and clean heating technologies while targeting customers in disadvantaged communities, and minimizing infrastructure investment with clean energy solutions whenever possible. The Senior Specialist for Demand Response and Clean Heat on the RECO Team leads the execution of the Company's electric Demand Response and Clean Heat programs, including design, operational, administrative, budgetary, marketing, performance analysis, regulatory reporting, process improvement, and stakeholder engagement. The Senior Specialist will work with stakeholders and departmental leadership to develop implementation strategies for the creation of expanded weatherization ("Wx"), decarbonization, and electrification programs, a key component of the Company's future clean energy goals. The successful candidate will possess an understanding of technical considerations pertaining to building electrification, insulation/air sealing, and peak shaving strategies to support all regulatory matters involving decarbonization and demand response.

Responsibilities

Core Responsibilities
  • Support the dispatchable distributed energy resources that are located at customer facilities (including curtailment and distributed generation) for demand response events. These resources provide peak shaving and reliability benefits to the electric distribution systems which includes: Commercial System Relief Program, Distribution Load Relief Program, and Bring Your Own Thermostat/Device.
  • Support the prioritization and implementation of key decarbonization strategies including implementation of the Clean Heat Program with statewide offerings for building envelope, heat pump technology development and readiness, and weatherization, both internally within CES, and externally with key stakeholders and partners.
  • Foster the design and operations of the demand response and clean heat decarbonization programs including regulatory support, program dispatch, performance analysis, regulatory reporting, marketing, stakeholder engagement, coordination with NJPJM and NYISO, and general program administration and operations.
  • Track, monitor, and improve both internal and external clean heat technologies and demand response processes and procedures (statewide program plan, implementation plan, EM&V plan etc.) to enhance and streamline program implementation.
  • Commit to the ideals of developing a proactive, customer-centric culture to foster trust and confidence among customers both internal and external and improve value for all our stakeholders.
  • Support all aspects of program operation, analysis, and reporting including program design, enrollment processing, customer and vendor communication, data management and quality control.
  • Track program budgets and performance to establish policies, and procedures to make the Demand Response and Clean Heat programs operate more efficiently.
  • Prepare and present information on program status to senior management and other internal and external audiences.
  • Work with the NJBPU, NJPJM, NYISO, and other stakeholder organizations, to promote the interests of the Company and address any regulatory needs, including updating tariffs.
  • Participate in the on-call roster during the summer electric capability periods.
  • Perform other related tasks and assignments as required.

Qualifications

Required Education/Experience
  • Bachelor's Degree in the fields of Architecture, Engineering, Mathematics, Business, Law, or other related technical disciplines and 3 years of relevant work experience or
  • Master's Degree in the fields of Architecture, Engineering, Mathematics, Business, Law, or other related technical disciplines and 2 years of relevant work experience
Relevant Work Experience
  • Able to demonstrate a service orientated work ethic with experience in managing multiple tasks and changing priorities, required.
  • Strong communication, presentation, writing, and analytical skills required.
  • Proven leadership and interpersonal skills with the ability to drive results by collaborating with stakeholders to build consensus, required.
  • Strong computer skills including Proficiency in Microsoft Office (Word, PowerPoint, Excel), required.
  • Demonstrated organizational skills, and the ability to see the big picture and attention to detail, required.
  • Familiarity with demand response, utility strategy, and NYISO programs, required.
  • Experience with electric distribution system design or operations, preferred.
  • Experience with database management, software development and testing, demand and revenue forecasting, financial or economic modeling, preferred.
  • Experience managing vendor, consultant, and contractor activities, preferred.

Additional Physical Demands
  • The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
  • Must be able and willing to travel within O&R, RECO and CECONY service territory, as needed.
  • Must be available 24/7, and available to be on call and/or participate in off-hour emergency response activities as required
