Responsibilities: Responsible for architecting, deploying, and supporting all aspects of the FMS operations and Release footprint. Operational Oversight
- Ensure systems remain fully operational and efficient.
- Conduct proactive system monitoring and daily system health checks.
- Lead resolution of high-level technical issues and ensure timely responses.
Technical Support
- Act as the escalation point for complex technical problems.
- Direct root cause analysis and implement corrective actions.
System Integration and Infrastructure Management
- Oversee impact assessments for infrastructure changes such as patches and upgrades.
- Manage regression testing and remediation activities.
- Ensure system compatibility with integrated internal and external systems.
Release and Change Management
- Lead implementation of system changes under Continuous Product Improvement (CPI).
- Manage Agile-based release cycles and compliance with change management protocols.
- Coordinate with the Change Control Board and stakeholders for successful deployments.
Configuration Management
- Maintain system configuration baselines and manage code versioning.
- Use tools like Azure DevOps and Azure Repos for development and deployment pipelines.
Technical Coordination and Team Leadership
- Lead Integrated Project Teams (IPTs) across all systems.
- Present system performance, risks, and project updates in IPT and PMR meetings.
- Coordinate Agile ceremonies and daily technical team operations.
Compliance and Security Oversight
- Ensure all systems comply with IT security policies and standards.
- Support continuous monitoring, security testing, and implementation of POA&M actions.
- Enforce proper handling of PII and ensure development environments remain compliant.
Documentation and Reporting
- Maintain technical documentation, release notes, and system health dashboards.
- Provide timely and accurate reports for program management and audit support.
- Respond to ad hoc data calls and information requests.
Qualifications
- Ability to work on-site at the client location. Washingon, DC.
- Preferred: Scrum Master certification
- Microsoft Azure DevOps (including Azure Boards, Azure Repos, Azure Test Plans, Azure Pipelines)
- Strong conceptual design skills, knowledge of the technology stack, and the ability to lead teams to envision, design, and implement robust IT solutions.
- Extensive technical leadership and IT systems development experience directly supporting financial management systems.
- 10+ years' experience overseeing the design, development, and implementation of software and hardware solutions, systems and products.
- 5+ years hands-on experience with the following technologies
- Oracle Cloud Managed Service
- Oracle Service Cloud Platform (OSvC)
- Oracle Intelligence Advisor
- Oracle eBusiness Suite (EBS)
- Oracle 19c (Database)
- Oracle RDBMS 12c/19c
- Oracle SQL tools (e.g., SQL Autotune, Oracle ADDM, AWR, ASH)
- Selenium (automated testing)
- TestComplete by SmartBear (automated testing)
- XML schemas
- WinSCP
- Technical understanding and experience with the Azure DevOps toolset.
- Demonstrated experience managing large system integration projects for the Federal Government.
- Demonstrated experience with web-based public-facing portals to financial systems.
- Demonstrated written and verbal communication skills, including experience in presenting material to mid-level and senior Government officials.
- Demonstrated experience with Federal Regulations related to federal applications.
- Demonstrated experience in maintaining project schedules and ensuring deliverables are completed according to Government requirements.
