Job Summary

Supervisor I - Environmental Health and Safety will oversee organizational compliance with local, state, and federal environmental health and safety regulations. Ensure that environmental policies and procedures are available and updated. Directs the personnel of the Environmental Health and Safety shop, provide expert technical guidance in the development of policies and procedures that affect all buildings, staff, and students within the District.

Salary Range $89,566 $129,053 (12-month)

Knowledge, Skills and Abilities:

  • Must have solid industry network capable of producing candidates needed to fill vacancies. Networking skills need to extend to intelligence regarding the capabilities and quality of potential vendors.
  • Ability to interact with various local, state, and federal regulators in a professional and tactful manner while advocating for positions advantageous to MPS.
  • Be able to understand the limitations of and operate complex testing equipment. Able to develop optimized solutions within a very limited budget.
  • Ability to manage outside consultants.
  • Develop and manage annual budget for the Environmental Health and Safety shop.

Working Environment:

  • Work environment is primarily within an office environment; however, while directing remediation or emergency response activities, exposure to various contaminants may be expected which requires use of Level C PPE.
  • Work may include accessing attics, tunnels, catwalks, or other remote locations within buildings.

Physical Demands:

  • General work environment is office/school related; however, at times will be expected to be able to wear respiratory protection, work in tunnels and confined spaces, work in dusty, odorous, and noisy environments.
Qualifications

Education and Experience Requirements:

  • Bachelor's degree in environmental engineering, geology, chemistry or related environmental sciences from a college approved by the Accreditation Board for Engineering and Technology (ABET) is required.
  • Five or more years of progressive experience managing multiple extensive concurrent projects and programs is required.
  • Must be certified or eligible for AHERA certification as a supervisor, inspector-management planner, and project designer.
  • Experience in supervision and development of staff as well as significant technical experience in the implementation of cost-effective environmental health and safety programs is required.
  • Certification as a Certified Hazardous Manager (CHMM), Certified Safety Professional (CSP), or Certified Industrial Hygienist (C.I.H.) and licensure as a Professional Geologist (P.G.) or Professional Engineer (P.E.) is highly desirable.
  • Experience required for:
    • An understanding of contract administration relevant to public sector contracting.
    • Sub-surface (Soil and Groundwater) investigation and remediation.
    • Asbestos management and abatement.
    • Lead-based paint risk assessment and remediation.
    • Hazardous waste handling and documentation.

A combination of education and experience may be substituted in lieu of a degree.

Responsibilities

  • Administer major environmental programs to ensure compliance with applicable governmental regulations involving:
    • asbestos inspection, management, and abatement;
    • lead-based paint inspection, management, and abatement;
    • domestic drinking water quality testing and management;
    • activities involving soil and groundwater contamination;
    • hazardous waste inventory management and disposal;
    • indoor air quality investigations and mitigations, including implementation of the Federal EPA Tools for Schools program.
  • Develop and/or implement the processes and procedures to meet compliance with the aforementioned programs. Operationally responsible for compliance to stipulated settlement between MPS and USEPA.
  • Administer major safety programs to ensure compliance with applicable governmental regulations involving; Occupational Safety and Health Administration (OSHA) and associated Wisconsin programs under the Department of Safety and Professional Services (WDSPS) including confined space entry, fall protection, respiratory protection, hearing conservation, medical surveillance programs, employee exposure monitoring, radiation safety, personal protective equipment, hazard communication, develop the processes and procedures to meet compliance with the aforementioned programs.
  • Inspect facilities and worker locations for exposure to fumes, dust, gases, vapors, vibrations, radiation, asbestos or excessive noise, and health violations in such areas as toxic and hazardous substances, water supply, sewage and waste disposal, noise, asbestos abatement, and construction sites.
  • Coordinate and maintain records of employee physicals, respirator program, worker health history, and hearing conservation programs.
  • Evaluate, develop, and prioritize program deficiency corrections then coordinate the implementation with close consultation of managers and the director after providing a financial analysis of the program costs.
  • Keep current with changing regulations and evaluate the potential impact to the district. Recommend appropriate action and execute effective process improvements.
  • Supervise the work of environmental health inspectors, environmental technicians, and safety specialists holding various certifications and professional licenses including but not limited to: Professional Engineer (PE), Certified Industrial Hygienist (CIH), Certified Safety Professional (CSP), and Certified Hazardous Materials Managers (CHMM), Lead Risk Assessor, Asbestos Project Manager, Asbestos Management Planner and Asbestos Inspector.
  • Provide guidance and training to building operations supervisors and maintenance and repair supervisors to ensure adequate implementation of compliance programs.
  • Intervene in exposure episodes of staff/students to suspected hazardous situations requiring sensitivity and diplomacy to evaluate the potential exposure and to inform the stakeholders of the results of investigations and the relative significance of the exposure.
  • Collaborate with the Department of Communications to accurately inform stakeholders of sensitive information pertaining to safety and environmental exposures as warranted.
  • Prepare contract specifications and request for proposals for abatement of hazardous materials and large purchases of safety-related equipment.
  • Prepare technical reports on investigations suitable for evidentiary use in worker compensation hearings or contract disputes. Prepare annual budget requests for capital projects, training, and equipment.
  • Review the quality and pricing of various laboratories to obtain required analysis of materials and substances.
  • Enforce all applicable USEPA, OSHA, WDSPS, WDNR, and MPS rules and regulations for all Department of Facilities and Maintenance Services operations.
  • Actively support the MPS Strategic Plan.
  • Perform other duties as assigned.
