The Community Planning and Economic Development (CPED) Department is hiring a Senior Applications Analyst to administer the department's Salesforce system. CPED's mission is to grow a vibrant, livable, equitable, sustainable, and safely built city for everyone. We do this by:
- Expanding and preserving housing choice, affordability, and opportunity for current and future residents
- Helping entrepreneurs launch, grow, and sustain their businesses while following necessary regulations
- Supporting youth and adults facing barriers to employment in finding and keeping jobs
- Determining how land is used throughout the city and what can be built on it
- Ensuring that homes and buildings are constructed and maintained to meet standards of quality, safety, and health
- Charting the future of the city so that growth is equitable and meets the changing needs of the Minneapolis community
CPED uses Salesforce to manage its portfolios of financial contracts (i.e. loans, grants, bonds, etc.) and of development real estate, as well as relationships with customers and partners. This position requires knowledge of Salesforce platform development and configuration methods, as well as in-depth knowledge of specific programming languages and tools related to Salesforce. Candidates should have knowledge of Microsoft tools, relational databases, Omni Studio, Flow, Apex, and application development life cycles including Agile/SCRUM. Ideal candidates have experience with Salesforce Public Sector - Advanced configuration, testing and support. The position takes responsibility for application software development, maintenance, support, testing and documentation. Work Location This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office. Job Duties and Responsibilities

* Application Software Development o Responsible to evaluate various directions/possibilities, both technical and process, in efforts to implement new functionality or enhance support of the area's applications into the City's processes. o Responsible for analysis, design, development and implementation of business application software, specifically with Salesforce. o Implement department/inter-agency/enterprise information technology solutions. o Develop application software solutions fully integrated into the enterprise infrastructure. o Responsible for leading applications area enhancements and other efforts, and able to develop new or modified customizations to the delivered software. o Analyze and integrate enabling technology, existing application/infrastructure and commercial off-the-shelf products consistent with documented business requirements and software specifications. o Work with Business Analyst to accurately translate business requirements into application software technical specifications. * Application Software Maintenance o Provide subject matter expertise to assist other staff members in troubleshooting and resolving complex application, database and infrastructure problems. o Responsible to lead technical efforts in the research, diagnosis, and resolution of critical situations and to develop research plan, communicate technical actions, and required assistance from other team members. o Responsible for technical direction to assist with problem resolution. o Design and direct vendor software fixes, upgrades and custom modifications. o Plan and manage application software releases for production and upgrades to proprietary and third party application software products. * Application Software Support o Respond to customer needs regarding software failures and other issues. o Act as vendor technical liaison assisting other staff members, and system support technicians in resolving application software issues. o Develop training and support programs for application users and operations supervisors. o Responsible for coordinating efforts in the area with other areas and interfacing applications. o Responsible to be the key liaison person between the customers of the area's applications and the IT staff supporting the applications. o Responsible for providing peer review on design, development, documentation and other efforts, and able to train and mentor others in the applications area. * Application Software Testing o Perform unit testing, integration testing and regression testing of application software upgrades and maintenance releases. o Maintain Development, Test, Training, QA, and Production environments. o Test and debug application software interfaces. o Coordinate software change requests in conformance with established Quality Assurance change management policy and practice. * Application Software Documentation o Write comprehensive, accurate and complete technical specifications derived from detailed business requirements. o Approve application software maintenance and run-time procedures. o Approve system production processes and recommend changes that optimize performance. * Schedule and assign work tasks, answer questions on work tasks, and review work products/ results.

Minimum Qualifications Bachelors Degree in Management Information Systems, Computer Science, Software Engineering or equivalent Minimum Experience Six years experience, which have included application development support using specific technical tools Licenses/Certifications Certified Salesforce Administrator Selection Process The selection process will consist of one or more of the following steps: a rating of relevant education and experience (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process. Background Check The City has determined that a thorough Minneapolis Police Department criminal background check is necessary for positions with this job title. Applicants must sign an informed consent allowing the City to obtain their criminal history information in connection with the position sought. Applicants who do not sign the informed consent form will not be considered for the position. Drug and Alcohol Testing All job applicants must pass a pre-employment drug and alcohol test once a conditional offer of employment has been made. Applicants will be required to sign a notification and consent form prior to undergoing drug and alcohol testing. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer, resulting in the job applicant no longer being considered for the position. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire one month after it has been established. Interview Selection The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.
