Overview
The Senior Human Resources Generalist will serve as an on-site HR partner for the SR400 Express Lanes Project, supporting project leadership and field operations across talent acquisition, onboarding, employee relations, compliance, and workforce administration. This role is responsible for implementing HR best practices that comply with joint venture protocols, GDOT and federal regulations (Davis-Bacon, OFCCP), and internal policy. The Senior HR Generalist is expected to handle a high-volume, dynamic workload across salaried and hourly employee groups in a fast-paced, construction-based environment.
What you will be doing
Collaborate with segment managers and the Site HR Lead to forecast staffing needs and manage job requisitions, especially for field engineers, craft workers, and technical specialists.
- Partner with internal and external recruiters to support full-cycle hiring, from job posting through offer generation and pre-employment screening.
- Coordinate onboarding logistics for field and office-based hires, including equipment, E-Verify, system access, project orientation, and I-9 compliance.
- Act as the first point of contact for employee relations matters including conflict resolution, coaching, and formal investigations in alignment with JV and company policy.
- Lead exit interviews and separation documentation to track turnover trends and recommend retention initiatives to management.
- Support immigration and visa compliance (H-1B, TN, etc.) with JV counsel and internal legal teams.
- Facilitate training sessions for front-line leaders and support workforce development initiatives including compliance, ethics, safety, and performance management.
- Partner with Payroll and Finance on job transfers, reclassifications, and certified payroll compliance per Davis-Bacon wage determinations and fringe requirements.
- Maintain employee data and transactions in alignment with HRIS workflows; ensure audit-readiness for all employment records and logs.
- Ensure compliance with OFCCP, GDOT workforce reporting, EEO, and federal/state employment regulations, reporting and workforce demographic tracking.
- Monitor HR metrics, track issues, and escalate legal risk areas to the Site HR Lead for strategic mitigation.
What we are looking for
- Bachelor's Degree in Human Resource Management, Business Administration, or a related field required.
- 4+ years' related experience required.
- Construction industry experience required.
- Professional Human Resources (PHR) required.
- Proven leadership and project management skills required.
- Able to build relationships with internal and external business contacts required.
- Valid Driver's License and ability to visit job sites regularly required.
- Strong interpersonal skills; able to build rapport with superintendents, project engineers, craft workers, and external stakeholders.
- Bilingual (English/Spanish) preferred.
- Able to influence with or without authority at all levels of the business.
- Strong time-management skills required. Able to maintain professional composure under tight deadlines or sensitive situations.
- Advanced employment law and HR compliance knowledge required.
- Strong verbal communication and interpersonal skills required.
- Able to maintain confidentiality over employment records, inquiries, medical information, investigations and other employment related items required.
