Loudoun County's Department of Parks, Recreation, and Community Services is actively looking for qualified candidates for a full-time position as Volunteer Program Manager. Under the general supervision of the PRCS Assistant Director of Community Service, this position oversees the Department-wide Volunteer Services Program. It manages the volunteer requirements of the department's four functional areas and develops and implements a cohesive strategy that streamlines the intake process and standardizes best practices across the department; it also guides staff in formulating department-wide volunteer job descriptions; works towards achieving performance metrics aimed at recruiting, training, and placing an additional 2000 volunteers in the forthcoming years; ensures compliance with established policies and procedures; onboards volunteers who support 85 PRCS staff members working directly with 1865 volunteers annually; maintains alignment with the newly accredited CAPRA standards as outlined in the Volunteer Management Manual; and manages volunteer orientation and training, management, retention, recognition, and evaluation through CERVIS.
The Volunteer Engagement and Community Program Manager for the PRCS Volunteer Services Program supports the realization of strategic goals and various recommendations for Volunteer Services and is accountable for advancing higher priority strategic projects from initiation to implementation. The successful applicant will showcase their capability to communicate, inspire, and lead, while also relating effectively to a broad spectrum of individuals. This position is responsible for supervising the work of entry-level technical and/or professional volunteer service roles.
We are currently hiring for the following location(s): * PRCS, 742 Miller Drive, Leesburg, VA
Responsibilities include, but are not limited to: * Manages the Department-wide Volunteer Service program. Create Annual VS Report and oversee the Annual Volunteer Appreciation Event * Aids in the management of budgetary oversight. (Tracks budget activities; foresees and tackles budget shortfalls alongside Business Analysts) * Reviews all division documentation to be distributed externally. Evaluates and promotes community relations program - radio, TV, etc. * Completes and submits all annual budget documents for the Division. * Completes research and analysis on strategic initiatives, policies, issues, procedures, programs, or trends. Prepare data analysis for annual performance measures. * Oversee the CERVIS data management strategies. * May carry out additional critical job responsibilities pertinent to the specific role and departmental assignment.
*It may occasionally be necessary to work outside the standard work week schedule, which may involve evenings or weekends. Teleworking is allowed for 1-2 days per week.
Salary commensurate with experience.

Minimum Qualifications

Bachelor's degree and two (2) years related work experience including one (1) year of lead or supervisory experience; or equivalent combination of education and experience.
Preferred Qualifications: * It is preferred to have a Bachelor's Degree from an accredited four-year college or university, focusing on major coursework in behavioral science, business administration, recreation management, or a related field. * 3 to 5 years of experience in program coordination and collaborating with volunteers. * Certificate of Volunteer Administration (CAVS) is preferred. * Completion of the Loudoun CARES Volunteer Engagement Program is preferred or should be achieved within the first year of employment. * Prefer bilingual ability in English and Spanish.
