Job Summary

The Human Resources Specialist Senior is a vital member of the Recruiting & Retention Team within the Paradise Valley Community College Human Resources Department, reporting directly to the HR People Program Manager. This team is responsible for full-cycle recruitment, new employee onboarding, continuous professional development, and workforce retention strategies designed to evolve employee engagement into meaningful employee experiences.

We are seeking a passionate, innovative, and culturally competent recruiting professional who thrives in a fast-paced, collaborative environment and is adept at managing multiple priorities with professionalism and discretion. This position plays a key role in leading talent acquisition efforts that reflect and support the college's diverse staffing needs by strategically amplifying PVCC's reputation as an employer of choice.

The successful candidate will coordinate the full recruitment lifecycle-from partnering with department leaders to define staffing needs, crafting inclusive job postings, to ensuring a seamless experience for candidates and hiring managers. In addition, this role will leverage social media platforms and digital marketing strategies to actively promote job openings, build talent pipelines, and enhance the visibility of PVCC's employer brand.

Key responsibilities include:
  • Managing end-to-end recruitment for a variety of roles across the college
  • Collaborating across departments to support equity-minded hiring practices
  • Developing and executing social media content strategies to promote career opportunities and celebrate employee success stories
  • Creating marketing campaigns that align with college branding to attract top talent
  • Representing PVCC at job fairs and community events, both in-person and online
  • Maintaining a strong, on-campus presence to effectively engage with staff, faculty, and students
  • Assisting in the development of internal communications that support retention and engagement initiatives

Essential Functions

40% Coordinates recruitment activities for all employment categories, including collaborating with hiring managers to define search plan requirements, verifying position details, creating job postings, and advertising. Provides support to applicants, pre-screens and routes resumes, schedules interviews, reviews recruiting documentation, and conducts background checks and verifications of employment. Ensures credential and transcript validation, prepares pay placements, processes job offers, and assists with new employee documentation. Inputs data with a high level of accuracy, archives search materials, and updates personnel files and tracking systems. Maintains confidentiality and is dedicated to promoting fair and equitable employment practices.

30% Develops and maintains forms, templates, and internal procedures to support staffing functions and HR operations. Collaborates with supervisors to coordinate and deliver training sessions, presentations, and workshops. Assists in overseeing and updating position and employee data within the Human Capital Management (HCM) system; maintains accurate records and databases, and runs system queries as needed. Drafts professional correspondence and leverages shared document platforms to support team communication and documentation. Supports marketing and outreach efforts for recruitment, including creating content and graphics for job announcements, career events, and HR campaigns. Coordinates and monitors social media channels to promote open positions, company culture, and employee engagement initiatives. Assists with the coordination and facilitation of employee training and/or engagement sessions.

20% Communicates and advises on detailed human resources policies, procedures, and practices; maintains compliance with pertinent laws and regulations; uses critical thinking to resolve various employment issues and situations; liaises with District office on processes and problem solving; troubleshoots HCM technical issues; may coordinate with internal constituencies, such as the Scheduling or Fiscal offices, with details in the Student Information System (SIS) or Fiscal Management System (FMS).

10% Participates or leads assigned District and/or college special projects and/or committees; maintains current knowledge in the field through training opportunities and by attending regular HR meetings; backs up other teams in the office, including front counter intake as needed.

Minimum Qualifications

High School Diploma or GED and four (4) years of work experience in human resources, customer service, general office work, or administrative support and coordination. The required experience can come from any combination of the areas listed.

There is no substitution or equivalency allowable for the High School Diploma or GED.

An equivalent combination of education and/or experience as described above sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered.

Desired Qualifications
  1. Two (2) or more years of experience implementing and/or supporting Human Resources full cycle recruitment activities
  2. Two (2) or more years of experience using PeopleSoft or an equivalent online Human Resources system
  3. Two (2) or more years of experience using Microsoft Word, Excel, or Google Suite
  4. Experience delivering training or leading focus groups in a professional setting
  5. Experience managing confidential information and demonstrating exceptional customer service through verbal and written communications
  6. Experience with managing multiple priorities in a high-volume environment to include an attention to detail and accuracy
  7. Experience creating content for presentations (e.g., Canva, PowerPoint)
