Innovative Defense Technologies(IDT), provider of cutting-edge cloud-based integration, automated testing and data analysis for complex, mission-critical systems in the US Department of Defense (DOD), is seeking aProposal Content Developer to be based in our Arlington, VA office.Leveraging advanced software automation, model-based systems engineering (MBSE), and AI-driven capabilities, IDT accelerates capability development, enhances operational readiness, and reduces lifecycle costs for the Department of Defense. The company is dedicated to transforming defense systems through innovation, efficiency, and mission-critical results.
Overview:
IDT is seeking a Proposal Content Developer to support the creation, refinement, and submission of competitive proposals for growth initiatives across the Department of Defense (DoD) market. This role will focus on competitive opportunities, including Other Transaction Authorities (OTAs), Broad Agency Announcements (BAAs), Requests for Information (RFIs), and other non-traditional and formal solicitations.
This individual will take ownership of end-to-end proposal content development-writing, formatting, document organization, graphics support, compliance checks, and submission logistics. The Proposal Content Developer will also maintain IDT's library of reusable content, templates, graphics, and boilerplate materials to ensure repeatable, efficient, and high-quality outputs.
The Proposal Content Developer reports to the Vice President of Business Development and collaborates closely with Solution Architects, technical subject matter experts (SME), the corporate business development team, and IDT's Business Areas. The ideal candidate is a well-organized self-starter with experience supporting winning proposals in OTA and other competitive DoD environments. Success in this role will be measured by consistent execution of compliant, compelling, and on-time submissions, and contributions to team win rates.
All applicants must be able to obtain/maintain an active U.S. Security Clearance.
Responsibilities Include:
  • Develop, write, and edit proposal content (technical, management, past performance, and executive summaries) in response to OTAs, BAAs, DIU solicitations, and traditional RFPs/RFIs.
  • Support Solution Architects and SMEs by translating complex technical inputs into clear, compliant, compelling, and evaluatable narratives.
  • Structure and format proposals to meet all solicitation requirements, including Section L/M alignment, page limits, and evaluation criteria.
  • Perform compliance checks, version control, and final quality assurance on all proposal submissions.
  • Maintain and update reusable content libraries, templates, graphics, boilerplate, and past performance materials.
  • Coordinate layout, graphics integration, pagination, and formatting tasks during proposal production.
  • Collaborate with IDT's Contracts team to manage submission logistics, including file packaging, portal uploads, and timely delivery.
  • Assist in developing charts, conceptual diagrams, and visual content in coordination with technical staff and graphic designers.
  • Apply version tracking and document management best practices using collaboration platforms (e.g., SharePoint, Teams).
  • Support internal review cycles (Color Team reviews) and incorporate reviewer feedback into final drafts.
Minimum Required Qualifications:
  • Bachelor's degree in business or technical discipline or equivalent full time professional experience; Masters Degree preferred
  • 5+ years industry experience
Required skills:
  • Excellent writing and editing skills, with the ability to tailor technical and business content for government evaluators.
  • Proven experience supporting DoD proposal efforts, including OTAs, BAAs, RFIs, and RFPs.
  • Ability to structure, format, and organize compliant proposal sections based on RFP/RFI instructions and evaluation criteria.
  • High attention to detail in grammar, formatting, layout, and compliance.
  • Proficiency in Microsoft Office Suite, especially advanced features in Word and PowerPoint.
  • Demonstrated ability to manage multiple overlapping deadlines in a high-tempo environment.
  • Strong interpersonal skills for collaboration across functional and technical teams.
  • Familiarity with collaboration and version control tools for multi-author document development (e.g., SharePoint, Teams).
Preferred skills:
  • Experience using AI/LLM-based proposal tools to accelerate drafting and improve consistency.
  • Working knowledge of Shipley or similar proposal development methodologies.
  • Experience supporting proposals submitted through OTA consortiums (e.g., AMTC, TReX II, NSTXL, DIU, NSTIC).
  • Background working with or in small to mid-size government contractors.
  • Ability to assist with graphics development when provided with conceptual input or draft designs.
