The Salvation Army Midland Headquarters is looking for a Disaster Recovery Services Program Manager. This position will be a Temporary position with the option for an extension depending on funding.

The DRS Program Manager is responsible for the implementation of the disaster services program in the Midland Division. Leads and manages all DRS case management staff and is responsible for the financial, statistical, and programmatic aspects of long-term disaster recovery. This position is expected to advance and support the Mission of The Salvation Army. Position is expected to comply with and meet The Salvation Army, Federal, State, and Local policies and standards.

This is a full-time, 40 hours per week, $60,000.00 per year. DRS funding availability. This is a 18-month employment period subject to extension. 07/15/2025 - 12/31/2026

Programmatic: Provide leadership and guidance to the Salvation Army's overall long-term recovery efforts, including proper implementation of all grants related to long-term recovery. Monitor the provision of long-term recovery services to clients and ensure alignment with internal and external requirements and standards.

Finance & Reporting: Ensure weekly, monthly, and quarterly program outcomes and accurate reporting for any applicable contracts. Primary contact with other departments to ensure regular submission of all activities to internal and external vendors. Responsible for tracking program spending and ensuring that it remains within the allotted budget. Oversees reimbursements, equipment and material purchases, office expenses, mileage, and direct financial assistance to clients with allocated budget amounts.

Grant Writing/Management: Write local, state, and federal grants to increase the income of response and recovery activities of the Salvation Army Midland Division. Ensure compliance with granted funds and be responsible for associate reporting.

Supervision: This position directly supervises all DRS case management staff. Ensures all staff are performing per grant requirements and Salvation Army standards. Maintain internal communication, provide support to team members, and develop team building.

Liaison: Serve as a liaison with community partners and represent The Salvation Army's interests to stakeholders for long-term recovery activities. Stay current on available resources, maintain relationships with local agencies, and collaborate with providers at all levels.

Minimum Qualifications

Bachelor's degree in human/emergency services or related field and three years of related work experience. Minimum of 2 years supervisory experience required. A combination of training and experience will be considered. Must have good communication skills and an ability to work with diverse cultures. Strong leadership style and good organizational skills are required. Commitment to carry out The Salvation Army's mission is essential. Knowledge of The Salvation Army and Government, State, and community resources is helpful. Requires reliable transportation, a valid Driver's License, and passing the Salvation Army Motor Vehicle Report screening. Must demonstrate ability to think independently and exercise sound judgment. Must be a team player, a self-starter, able to handle several projects simultaneously, and perform well with minimal supervision.

Physical and Working Conditions

Must be capable of performing the above essential duties in an office environment to include using a computer, answering phones, etc. Occasionally lifts 24 pounds. Most work will be indoors in a temperature-controlled environment. However, occasional outdoor travel is required.
