Job Overview
The Director of Proposals is responsible for overseeing the development and submission of compliant, high-quality, and competitive proposals for opportunities across Base Operating Support (BOS), Tech Services, and Construction sectors. This individual will lead a team of proposal managers and writers to ensure that all proposals meet customer requirements, align with CGS's strategic objectives, and are submitted on time. The Director will work closely with capture teams, business development, and operations to ensure that proposals reflect winning strategies and offer solutions tailored to customer needs. The goal is to increase CGS's contract win rate by ensuring that all proposal submissions are thoroughly planned, compliant, and strategically sound. Work Model: Remote
Responsibilities
Essential Duties & Responsibilities:
- Oversee the development and management of proposals across Base Operating Support, Tech Services, and Construction sectors, ensuring compliance with customer requirements and internal standards.
- Lead proposal teams, managing resources, schedules, and reviews to ensure proposals are delivered on time and are fully compliant with RFP requirements.
- Collaborate with capture managers and business development to ensure proposals align with winning strategies, competitive analysis, and customer needs.
- Ensure the proposal development process is efficient and streamlined, identifying areas for process improvement and implementing best practices.
- Develop and manage proposal schedules, coordinating inputs from multiple teams and ensuring key milestones (e.g., color reviews, pricing submissions) are met.
- Manage complex, high-dollar value proposals as needed.
- Lead the facilitation of color team reviews, incorporating feedback from technical, management, and pricing teams to produce a high-quality final submission.
- Work with capture teams and subject matter experts to tailor solutions that differentiate CGS from competitors and clearly articulate value propositions.
- Ensure compliance with all proposal requirements, including technical, management, past performance, and pricing volumes.
- Track proposal performance and conduct post-submission debriefs, analyzing lessons learned and applying insights to future proposal efforts.
- Manage supporting tools for the proposal team (e.g., Teams, SharePoint, proposal software).
- Foster a culture of excellence within the proposal team, providing leadership, mentoring, and professional development to proposal managers and writers.
- Regularly report proposal progress, pipeline status, and key challenges to the Vice President of Business Development Operations and other senior leadership.
- Perform other duties as assigned to support the overall success of CGS's proposal and capture efforts.
Job Requirements
Mandatory:
- Bachelor's degree in Business, English, Communications, or a related field.
- 10+ years of experience in proposal development or management in the government contracting sector.
- Proven track record of managing large, complex proposals for Base Operating Support opportunities.
- Additional experience managing Technical Services and Construction proposals is preferred.
- Deep understanding of government procurement and proposal processes, including FAR/DFARS and RFP compliance.
- Demonstrated leadership experience with a proven ability to manage proposal teams and meet tight deadlines.
- Strong organizational skills, attention to detail, and the ability to manage multiple proposals simultaneously.
- Excellent written and verbal communication skills, with the ability to craft compelling and compliant proposals.
- Ability to travel as required to support proposal efforts and attend key meetings and industry events.
- Must be able to obtain and maintain a U.S. government Top Secret security clearance.
- Must be able to successfully pass a pre-employment background check and pre-hire drug test.

- Preference will be given to candidates located in the Washington, DC-Maryland-Virginia (DMV) region.
