Job Description:

Oregon State Treasury is seeking an Unclaimed Property Claims Manager to join our team. Oregon holds millions of dollars in unclaimed assets, like uncashed checks, forgotten bank accounts, security deposits, tax refunds, credit balances, investment accounts, and other funds. Oregon's Unclaimed Property Program - now part of Oregon State Treasury - keeps those funds safe until their rightful owners can claim them. The program also looks for owners and invites them to claim their funds. This position reports to the Trust Property Director and manages a team of 8 individuals who review and approve claims, monitor transactions to prevent fraud and work on initiatives to return unclaimed funds efficiently to their rightful owners while minimizing financial risk.

Position Responsibilities

  • Performs supervisory functions including but not limited to hiring, coaching, planning, assigning, prioritizing and reviewing work, evaluating performance, implementing disciplinary action and responding to grievances.

  • Manages day-to-day team operations of the claims team to maximize the rate of return for unclaimed funds, minimize financial risk, ensure excellent customer service to stakeholders as well as oversees office coverage, schedules, workload balance, prioritization, and completion.

  • Develops, reviews, and implements policies, procedures and workflows that ensures the proper application of statutes and administrative rules to the claims approval process.

  • Oversees the design and implementation of the program's a strategic plan for detecting and preventing fraud in unclaimed property claims.

  • Provides input in unclaimed property fraud investigations and advises the Trust Property Director on all matters involving fraud investigations and prosecution of fraud.

  • Plans and oversees the execution of special projects meant to return large amounts of unclaimed property funds or promote the program to wide audiences.

  • Approves high-dollar and high-risk claims.

  • Denies claims that do not meet evidence standards or statutory deadlines.

  • Represents the agency in contested case hearings or lawsuits related to claims decisions.

  • Works with the Oregon Department of Justice as needed to ensure claimants are entitled to funds.

  • Fosters positive working relationships with other state agencies; leverages these relationships to improve access to data to verify owner identity and current mailing address.

  • Monitors nationwide developments in unclaimed property and takes steps to implement best practices.

  • Collaborates with other state unclaimed property and participates on relevant committees for the National Association of Unclaimed Property Administrators (NAUPA).

  • Provides regular management reports to the Trust Property Director and Treasury leadership, and to the Oregon Legislature as needed.

Work Schedule

  • 2 days per week in the Salem office. Days will vary to ensure manager overlaps with each member of the team;

  • 1 additional day in the office for team meetings every month;

  • Additional days in the office to train new employees, and to participate in meetings, trainings, team building or strategic planning sessions:

  • Additional in office days may be required to support to business needs.

Salary Range

$88,236 - $143,268 annually.

Required Minimum Qualifications

Six years of supervision, management, or progressively related experience; OR three years of related experience and a bachelor's degree in a related field.
