Job Description

Maxar Space Systems is seeking a Lead Contracts Specialist experienced in both government and commercial contracts to join our Contracts Management team supporting an array of defense, civil and commercial space projects in our Palo Alto CA offices. This position may also be performed remotely within the U.S. Maxar Space Systems is a flexible and fast paced organization that contracts with the US Government and aerospace industry customers as both a prime contractor and a subcontractor. Given this pace and a multi-varied set of roles and responsibilities, we are seeking an experienced professional who has the initiative and knowledge to be self-starter on contracts related projects.

Responsibilities:

  • Review of proposals for compliance with Government regulations, company policies and procedures, and FAR/DFAR provisions;
  • Provide direct input to proposal cost and contract volumes as part of a proposal and capture team including support for certified cost and pricing data submittals;
  • Negotiate third party agreements and coordinate with senior management or Legal staff to achieve favorable terms and conditions in accordance with company policy, risk management strategy and business development goals;
  • Establish working knowledge of company policies and procedures related to cyber protections, import and export compliance, U.S. government law and regulation compliance (including TINA provisions, FCPA provisions and other compliance-related provisions).
  • Monitor contractual performance across a large portfolio of contracts of varied contract type to mitigate performance, cost and schedule and scope risks.
  • Submit and negotiate engineering change proposals to modify the contract terms as required.
  • Work closely and develop good working relationships with external and internal stakeholders by establishing routine, professional communications, both verbally and in writing.
  • Review contract terms and conditions and provide advice to program managers and leadership regarding application of the contractual terms including in areas such as intellectual property data rights, warranty, limitation of liability, termination liability, insurance requirements, schedule obligations, deliverable obligations, and strategies to reduce performance risk during program execution.
  • Support development, maintenance and auditing (internal and external) of formal contract policies and procedures for initial Customer interactions through proposal receipt, contract performance and contract closure.
  • Negotiate NDAs with Customers and redline in accordance with company standards and guidelines.
  • Administer contract changes, modifications, invoices and other transaction activities including contract closure in accordance with company policies and procedures including population and maintenance of company ERP systems for sales contracts.

Minimum Requirements:

  • U.S. citizen, willing and able to obtain a TS/SCI clearance
  • Bachelor's degree in business area or related field (four years of additional experience may be substituted for a degree).
  • 8 years of hands-on experience reviewing, preparing, negotiating and monitoring government-funded contracts within the defense and civilian aerospace community.
  • Working knowledge of Federal Acquisition Regulation, Defense Federal Acquisition Regulation, NASA regulations and Cost Accounting Standards.

Preferred Requirements:

  • Existing TS/SCI clearance;
  • NASA experience highly desirable;
  • Excellent analytical skills, effective written and oral communication skills, effective negotiation skills and strong interpersonal skills;
  • Ability to identify and resolve complex contracts issues and advise program staff and management of contractual rights and obligations;
  • Hands-on experience reviewing, preparing, negotiating and monitoring commercial aerospace contracts;
  • Demonstrated ability to identify issues and problems on assigned contracts and make independent recommendations to direct supervisor(s), program staff, and business unit management;
  • Demonstrated ability to work in a collaborative environment across functional organizations;
  • Ability to think independently to resolve problems using proactive concepts;
  • Ability to apply a general business acumen as it applies to contract management, risk management and business administration.

The successful candidate's starting pay will fall within the salary range provided below and is determined based on job-related factors, including, but not limited to, the experience, qualifications, knowledge, skills, geographic work location, and market conditions. Candidates with the minimum necessary experience, qualifications, knowledge, and skillsets for the position should not expect to receive the upper end of the pay range.

* The base pay for this position within Colorado is: $92,000.00 - $154,000.00 annually. * The base pay for this position within New Jersey is: $92,000.00 - $154,000.00 annually. * The base pay for this position within the Washington, DC metropolitan area is: $101,000.00 - $169,000.00 annually. * The base pay for this position within California is: $106,000.00 - $176,000.00 annually.

For all other states, we use geographic cost of labor as an input to develop market-driven ranges for our roles, and as such, each location where we hire may have a different range.
